Job Overview

An experienced Safety Officer is required to provide health and safety oversight on large-scale infrastructure and construction projects within the energy sector. The role covers design, construction, and execution phases, ensuring full compliance with established HSE policies, procedures, and regulatory requirements.

You will work closely with project teams and contractors to promote a strong safety culture, monitor site activities, and ensure risks are identified, controlled, and mitigated throughout the project lifecycle.

Key Responsibilities

• Provide technical HSE support across definition, detailed design, and construction phases to ensure contractor compliance with HSE requirements
• Monitor site activities through daily inspections to ensure work aligns with approved risk assessments, method statements, JSAs, and permit-to-work systems
• Ensure compliance with HSE policies, procedures, standards, and applicable regulations
• Identify hazards and implement risk reduction measures during all phases of construction
• Review contractor HSE documentation including HSE plans, procedures, certifications, and safety submissions
• Participate in review and assessment of contractor safety personnel competence prior to mobilisation
• Support implementation of project HSE objectives, initiatives, procedures, and performance monitoring
• Monitor compliance with legal and regulatory HSE requirements, including national laws and international conventions
• Support maintenance and close-out of the project HSE risk register
• Conduct incident investigations, reporting, and follow-up of corrective and preventive actions
• Facilitate site safety meetings, toolbox talks, and HSE awareness sessions for project staff and contractors
• Conduct HSE audits and inspections, track corrective actions, and verify close-out
• Compile HSE reports and prepare safety statistics and trend analysis
• Review near-miss data to identify risk trends and support mitigation measures
• Contribute to updates of HSE codes, standards, specifications, and procedures

Qualifications

• HNC or equivalent qualification in an engineering or technical discipline
• Associate membership of a recognised safety institution

Experience and Skills

• Minimum 12 years of experience in operational safety, preferably within oil, gas, petrochemical, or major infrastructure and construction projects
• Strong knowledge of HSE regulations, standards, procedures, and best practices
• Experience working in large, multi-contractor project environments
• Experience in the Middle East or Arabian Gulf is desirable
• Competent in the use of standard office software including Word, Excel, PowerPoint, and similar tools
• Strong communication, reporting, and interpersonal skills
