JOB DESCRIPTION

Wood is currently recruiting for a Lead Commissioning Engineer - Expression of Interest - 6 months to join its Singapore business unit, focusing on planning, coordinating, and executing all commissioning activities for mechanical, electrical, instrumentation, and process systems on a major oil & gas project in Basra, Iraq.
This is a full-time onsite position in Basra, Iraq, with travel requirement.
Note: This role is for a short-term basis for a period of 6 months with a potential of extension

Job Purpose

The Lead Commissioning Engineer is responsible for planning, coordinating, and executing all commissioning activities for mechanical, electrical, instrumentation, and process systems on a major oil & gas project in Iraq. The role ensures safe delivery of systems from construction completion through mechanical completion (MC), pre‑commissioning (Pre‑Comm), commissioning (Comm), and handover to Operations.

Key Responsibilities
  • Lead, plan, and execute commissioning activities across assigned systems (MEP, process, utilities, E&I).
  • Develop commissioning execution plans, commissioning procedures, and system checklists.
  • Manage system walkdowns for MC, Pre‑Comm, and Commissioning stages.
  • Coordinate with engineering, construction, QA/QC, vendors, and operations to ensure system readiness.
  • Ensure all commissioning works comply with company and Iraq regulatory safety standards.
  • Drive safe start‑up practices, including PTW, LOTO, SIMOPS, and hazardous energy isolation.
  • Conduct risk assessments, HAZOP/HAZID reviews, and ensure team participation.
  • Review engineering deliverables: P&IDs, SLDs, Cause & Effect, Loop drawings, MCC/ICSS logic.
  • Ensure development of Commissioning dossiers (MC packages, Pre‑Comm, Comm check sheets).
  • Oversee system turnover using system completions software (e.g., ICAPS, WinPCS, Omega, PIMS).
  • Prepare commissioning reports and system handover documents to Operations.
  • Lead troubleshooting during system energization, loop testing, leak testing, flushing, and functional checks.
  • Supervise vendor and OEM specialists for major equipment commissioning.
  • Validate punch lists, review TQs, support site modifications, and verify as‑built accuracy.
  • Ensure system performance testing (SAT/FAT, performance runs, start‑up checks).
  • Coordinate closely with Construction Teams to ensure readiness for commissioning.
  • Chair daily/weekly commissioning coordination meetings with stakeholders.
  • Liaise with Client, PMC, EPC contractors, and Operations representatives.

Expected:
  • Bachelor's degree in Mechanical, Electrical, Instrumentation, or Process Engineering.

Professional Experience
  • 10-18+ years' experience in commissioning within oil & gas, refinery, or petrochemical projects.
  • Minimum 5+ years leading commissioning on major EPC/PMC projects.
  • Strong expertise in mechanical completion, E&I commissioning, ICSS/DCS testing, and process systems.
  • Middle East or Iraq commissioning experience preferred.
  • Strong background in brownfield tie-ins and SIMOPS.
