Role Overview
An experienced Instrumentation / ICSS Site Pre-Commissioning & Commissioning Engineer is required to support site-based instrumentation and ICSS activities on a large onshore oil & gas development in Uganda. Reporting to the Lead Instrument / ICSS Engineer, the role acts as the discipline technical authority on site, supporting construction, pre-commissioning, and commissioning activities, ensuring technical compliance, safety, and readiness for start-up.

Role Overview
An experienced Instrumentation / ICSS Site Pre-Commissioning & Commissioning Engineer is required to support site-based instrumentation and ICSS activities on a large onshore oil & gas development in Uganda. Reporting to the Lead Instrument / ICSS Engineer, the role acts as the discipline technical authority on site, supporting construction, pre-commissioning, and commissioning activities, ensuring technical compliance, safety, and readiness for start-up.
Key Responsibilities
- Act as site technical authority for Instrumentation and ICSS, providing troubleshooting and technical support.
- Attend and follow up FATs for critical instrumentation and control systems (ICSS, MPFM, etc.).
- Supervise and monitor site instrumentation activities, ensuring installation and hook-up comply with approved AFC documentation.
- Manage and track engineering changes, redlines, concessions, and software management of change.
- Monitor construction progress in technical rooms, cabling, instrument installation, and system integration.
- Support construction teams by anticipating and mitigating instrumentation-related risks.
- Coordinate with vendors for on-site support, SATs, and package commissioning.
- Participate in preparation and execution of ICSS pre-commissioning and commissioning activities, including loop checks and system testing.
- Support use of ICAPS / OPERCOM methodologies for progress tracking, punch list management, and clearance.
- Ensure discipline documentation, as-builts, and QA/QC records are properly compiled and maintained.
- Monitor contractor performance and provide daily and weekly progress reporting.
- Ensure full compliance with HSE requirements, participating in audits, inspections, and incident investigations as required.
- Engineering degree (or equivalent) in Instrumentation / Control / ICSS.
- 10 years’ experience in oil & gas or petrochemical projects.
- Strong background in site-based instrumentation and ICSS commissioning.
- Experience supporting construction, pre-commissioning, and commissioning phases.
- Familiar with international codes, standards, and industry best practices.
- Confident working as a site technical authority in a remote, multicultural environment.
- Strong communication, coordination, and reporting skills.
- Fluent in English.
- Valid medical certificate suitable for site-based work.
