HSE Inspector – Construction & Operational Safety

Overview
We are seeking an experienced HSE Inspector to join a leading engineering and construction project team. This role is ideal for candidates with extensive experience in operational safety, particularly within the oil, gas, and petrochemical sectors. You will play a key role in ensuring all site activities are conducted safely and in compliance with applicable HSE regulations and standards.
Key Responsibilities

Implement and enforce HSE policies, procedures, and regulations across project sites

Conduct daily inspections to ensure work complies with approved risk assessments, method statements, job safety analyses, and permit-to-work systems

Identify and implement risk reduction measures during all phases of construction

Review and provide input on contractor safety documentation, including method statements, risk assessments, and HSE plans

Assess competence of contractor HSE personnel prior to mobilisation

Conduct incident investigations and ensure proper reporting, preventive and corrective actions are implemented

Lead site safety meetings and promote HSE awareness among staff and contractors

Perform safety audits and follow up on corrective actions to ensure compliance

Maintain HSE risk registers, compile reports, and prepare statistical and trend analysis to monitor project safety performance

Contribute to updates of HSE standards, codes, and best practices
Essential Requirements

HNC or equivalent in an Engineering discipline

Associate membership of a recognised safety institution

Minimum of 12 years’ experience in operational HSE, preferably in oil, gas, or petrochemical sectors

Strong knowledge of HSE regulations, standards, and procedures relevant to construction and civil/infrastructure projects

Proficient with Microsoft Office (Word, Excel, PowerPoint, Access)

Strong written and verbal communication skills

Ability to work effectively with contractors, project teams, and stakeholders

Full right to work in Qatar or relevant visa eligibility
Desirable Experience

Previous experience working in the Arabian Gulf

Familiarity with construction and operational HSE in large-scale projects

Experience with safety audits, incident investigation, and risk assessment
