Our client, the operator of a major LNG project in Africa, is seeking a Start-up & Transition Manager, within the Production Operations department.

This role will commence in Milan, Italy, in July this year.  The role will later move to a 28/28 rotation at site, after around 2 years in Milan.


Service purpose:

Manage Start-up & Transition as follows:
  • Before Handover: verify that Contractors comply with the contractual obligations, and that Subsea, Inlet, LNG Trains, Utilities and Storage/Loading facilities have reached handover readiness.
  • After Handover: Lead SU for Company, provide technical expertise, and take part to the performance tests, early operations and lender tests.


Key responsibilities

Before Handover:
 
  • Develop the subsystems start-up sequence.
  • Evaluate the import of an LNG cargo for cooling down LNG tanks and loading lines.
  • Take part to the preparation and execution (witnessing) of critical commissioning activities.
  • Review/comment the Red Spade register.
  • Verify that Contractors comply with the contractual obligations, and that Subsea, Inlet, LNG Trains, Utilities and Storage/Loading facilities have reached handover readiness, in coordinating reviews by Company discipline specialists of the following deliverables:
    • Commissioning Completion and RFSU dossiers
    • Outstanding punch list at RFSU
    • Key as-built deliverables (PFDs, PIDs, ESD logic diagrams, F&G matrix, etc...)
    • Operating Manuals (including vendors)
    • Operating Procedures (including start-up)
  • Participate to the review and development of start-up procedures (some start-up procedures issued by Contractors may have to be revised, in order to comply with Company standards, others will be produced by Company).
  • Company will be in charge of SU and Operation once feed-gas will be ready for gas-in
  • Develop/Participate to the validation of start-up procedures with the OTS.
  • Take part to RFSU walk-downs with Contractor.
  • Witness ESD/EDP/F&G cause and effect tests.
  • Define the Vendors mobilization plan, applicable during the post-Handover period, for approval by Contractor and Company.

After Handover:

  • Lead SU of Subsea, Inlet, LNG Trains, Utilities and Storage/Loading in good cooperation with Production staff
  • Attend Contractor/Company SIMOPS daily meetings.
  • Propose revisions of the Vendors mobilization plan, depending on technical issues actually encountered during start-up.
  • Ensure that Contractors mobilize Vendors as per the latest approved mobilization plan.
  • Ensure proper reporting by Vendors (daily reports, diagnostic & recommendations report).
  • Assist/ coordinate in the execution of the Performance Tests, including by performing the review of the final reports issued by Contractors.
  • Propose changes to operational procedures and process improvements based on observations of facility performance.
  • Support Operations staff in resolving technical problems (including trouble shooting) and in engineering capital projects for plant modifications.
  • Assist in the preparation of (short duration) planned shutdown (resulting from major technical issues), when needed.  
  • Assist in the preparation of Warranty Claims, in providing technical details.


Candidate requirements
 
  • Master of higher education in Applied Science or Chemical Engineering or equivalent with international standard
  • Minimum 15 years of experience in start-up and in operations of LNG, Subsea and Utilities production plants.
  • Excellent knowledge of LNG, Subsea and Utilities plant process and start-up operations.
  • Excellent knowledge of HSE and Environment Management systems.
  • Excellent knowledge of PTW system in Oil & Gas Industry.
  • Excellent knowledge of computer windows office applications.
  • Excellent command of written and spoken English.
