Binnies UK, part of the RSK Group are currently seeking an experienced Commissioning Engineer to join our Design & Build team working on the Southern Water framework. This role offers the opportunity to work on a diverse portfolio of clean and wastewater treatment projects, with scheme values typically ranging from £2m to £20m, delivered across the Southern region.
Ideally, you will be based in or around Hampshire / West Sussex, with flexibility to travel to multiple sites as required.
The Role
As a Commissioning Engineer, you will be responsible for planning, coordinating, and delivering commissioning activities safely and compliantly, in line with Client, GT, and GTb framework requirements. Working within a matrix management structure, you will report to both the GTb Commissioning Manager and the Project Manager, playing a key role in ensuring projects are successfully handed over and meet all performance and compliance standards.
You will take a proactive, problem-solving approach, supporting the wider project team and driving commissioning activities through to completion.

You will have a strong technical understanding of water and wastewater treatment processes, including typical mechanical and electrical plant and equipment, and experience working within regulated water frameworks or similar environments.

Key Responsibilities
- Develop and implement Design and Delivery Commissioning Plans in collaboration with Client commissioning representatives.
- Prepare commissioning procedures, risk assessments, and supporting documentation for all commissioning stages.
- Lead and document commissioning meetings, including HAZCOMM reviews at the start of commissioning.
- Coordinate site commissioning activities to meet programme, quality, and safety requirements.
- Ensure commissioning records and test evidence are completed and uploaded to the Common Data Environment (CDE).
- Agree and deliver Client training plans, coordinating suppliers and subcontractors where specialist input is required.
- Capture and report training feedback, issuing formal reports via the CDE.
- Update drawings and documents during commissioning to support final "as-built" submissions.
- Lead reliability and performance testing, producing reports that demonstrate compliance with Client objectives.
- Support the Project Manager in resolving post-completion defects.
About You

- 18th Edition Electrical Regulations (BS 7671:2018)
