Overview
We are seeking an experienced Commissioning Permit to Work (PTW) Coordinator to support Hook-Up and Commissioning (HUC) activities on offshore projects. The role is responsible for the planning, coordination, and verification of all permit to work activities, including Brownfield tie-ins, isolation design, hazard assessments, and SIMOPS.
The role-holder will act as the focal point for PTW management, ensuring work is executed safely, in compliance with procedures, and aligned with project schedules. This position involves close collaboration with project teams, EPC contractors, vendors, and subcontractors in a dynamic offshore environment.
Key Responsibilities

Serve as the company focal point for all PTWs during hook-up and commissioning phases, ensuring work aligns with project schedules

Ensure strong link between PTW preparation, HSE requirements, and execution of work

Verify PTW originator submissions and confirm compliance with procedures

Conduct quality checks of permits, supporting documentation, and certificates prior to issue

Audit permits, isolations, and associated certificates such as confined space entries and gas tests

Support and attend PTW coordination and SIMOPS meetings, maintaining alignment with project schedules

Ensure timely submission and closure of PTWs in line with procedures and commissioning schedules

Coordinate PTW activities with the commissioning/completions team to prevent clashes with other work parties

Provide daily and weekly reporting, liaising with contractors and subcontractors on all PTW matters

Track permit compliance, identify failure modes, and contribute lessons learned
Requirements

High School Diploma (minimum)
-
Minimum 8 years’ relevant experience in PTW coordination, including 5 years with field equipment in oil and gas, petrochemical plants, construction yards, or shipyards

Broad knowledge of onshore/offshore oil and gas projects (greenfield and brownfield)

In-depth knowledge of PTW procedures, isolation design, confined space entry, gas testing, commissioning documentation, and SIMOPS
-
Experience coordinating PTW delivery in EPC projects and working with large, multi-disciplinary teams

Knowledge of commissioning, hook-up, hydrotesting, pipe cleaning, loop checking, and electrical systems (LV/MV/HV) advantageous

Strong organizational, problem-solving, and technical judgment skills

Ability to work under tight deadlines, heavy workloads, and changing priorities

Excellent communication skills in English; fluency in Chinese advantageous

Proficiency in Microsoft Office and advanced computer literacy

Willingness to travel as required
