Position Summary
The Electrical Technical Authority is responsible for providing technical leadership and governance across all electrical engineering activities at the Facility. The role ensures that design, engineering, procurement, manufacturing, construction, inspection and testing, installation, commissioning, and start-up activities are executed in full compliance with company standards, project requirements, and Algerian regulatory obligations.
The position acts as the focal point for electrical discipline assurance, supporting project delivery and operational excellence while ensuring safety, reliability, and cost-effectiveness of company assets.
Key Responsibilities

• Provide technical authority and discipline leadership for all electrical engineering matters across project and operational phases.
• Review, endorse, and approve electrical designs, specifications, calculations, and technical documentation.
• Oversee contractor and vendor engineering activities to ensure compliance with agreed project scope, company standards, and statutory requirements.
• Support procurement processes including technical bid evaluations, vendor selection, and material approvals.
• Ensure effective coordination and alignment of electrical discipline interfaces across all project phases.
• Direct contractor design efforts, ensuring safety, constructability, operability, start-up, and cost considerations are fully integrated.
• Contribute to the development of engineering scopes of work and ensure all deliverables comply with applicable codes, standards, and corporate procedures.
• Provide technical support to other departments including Operations (Exploitation), Maintenance, and HSE.
• Support inspection, testing, installation, commissioning, and start-up activities to ensure successful project delivery.
• Ensure projects are executed safely, on time, within budget, and in accordance with approved requirements.
• Promote continuous improvement in electrical integrity, reliability, and asset performance.

Qualifications & Experience
Education:

• Bachelor’s Degree in Electrical Engineering (mandatory).
• Master’s Degree in Electrical Engineering or related discipline (preferred).

Professional Certification:

• Chartered Engineer status (CEng) or equivalent professional accreditation (preferred).
• Recognized Electrical Technical Authority certification or demonstrable experience performing in an Electrical TA capacity (highly desirable).

Experience:

• Minimum 10–15 years of experience in electrical engineering within the oil & gas or energy sector.
• Proven experience in large-scale upstream or process facility projects, including brownfield and greenfield developments.
• Strong knowledge of international codes and standards (IEC, IEEE, API) and Algerian regulatory requirements.
• Demonstrated experience in contractor management, technical assurance, and multi-discipline coordination.
