About the Role
We are seeking a motivated and practical Parking Project Engineer to lead the delivery of a varied portfolio of strategic parking and enforcement projects and schemes. This pivotal role will support the Council's Medium-Term Financial Strategy (MTFS) and involves independently managing project planning, delivery, contract renewals, and service improvements. You will also act as the primary contact for customer enquiries and service requests, working closely with the Parking Management Service Manager.
This is a high-impact role at the heart of shaping the County's parking and enforcement strategy. You'll lead transformative projects, influence policy, and help deliver smarter, more sustainable transport solutions.

You will also act as the primary contact for customer enquiries and service requests, working closely with the Parking Management Service Manager.

Key Responsibilities
- Provide additional capacity and project coordination support across multiple workstreams, including :

- Leading the project supporting the Council with adopting Part 6 Moving Traffic powers (Traffic Management Act 2004), covering site identification and prioritisation, technology scoping (e.g., ANPR and enforcement cameras), statutory consultation planning, and assessing operational, technical, and legal requirements.

- Overseeing the rollout of remaining School Keep Clear schemes across the County, working with internal and external stakeholders to implement enforceable restrictions at all remaining sites.

- Carry out a comprehensive audit and rationalisation of town-centre parking restrictions, reviewing availability, utilisation, charging times and tariff structures to ensure consistency and better support town-centre activity.
- Provide project management support for improvements to the County's Resident Permit Scheme, including coordinating public engagement, managing formal consultations, and ensuring all stages of the project from planning to implementation of service updates are delivered effectively and in line with statutory requirements.
- Identify opportunities to improve efficiency in parking management and lead on the development and delivery of innovative projects that enhance service quality and responsiveness.
- Assist in delivering the Civil Parking Enforcement (CPE) contract, ensuring timely renewals, alignment with Council objectives, effective contract variations, and monitoring performance against KPIs to drive continuous improvement.
- Support legal compliance, risk management, and deputise for the Service Manager when required.
- Advise senior officers on CPE operations and contribute ideas to support Council objectives and service improvement
Key requirements
- Proven experience in parking enforcement, transport policy, or local government operations.
- Strong leadership and project management skills, with the ability to manage complex, multistakeholder initiatives from inception to completion.
- Ability to manage complex contracts and monitor performance metrics.
- Excellent communication and stakeholder engagement skills.
- A proactive mindset with a focus on innovation, continuous improvement, and service efficiency
