Job Description

WSP is seeking an experienced Testing & Commissioning (T&C) Manager to lead, manage, and oversee all MEP and T&C activities for a major infrastructure program in Riyadh. The role requires strong technical expertise, exceptional coordination skills, and the ability to manage full lifecycle commissioning and handover processes for complex, large-scale projects.

The T&C Manager will act as the primary focal point for all commissioning, readiness, and handover activities, and will work closely with discipline leads, construction teams, zone leads, and the wider SBF departments.

Responsibilities

• Prepare and lead the implementation of the overall Testing & Commissioning (T&C) plan aligned with project milestones and final handover timelines.
• Manage all MEP systems and T&C activities from project inception to completion, ensuring seamless integration with the wider PMC scope.
• Develop and implement T&C strategies that comply with project specifications, Saudi building codes, and international standards (ASHRAE, NFPA, IEC).
• Identify and mitigate risks related to MEP and T&C activities.
• Oversee testing and commissioning of all MEP systems including:
  1. HVAC
  2. Electrical
  3. Plumbing
  4. Fire Protection
• Coordinate and resolve design conflicts by working closely with multidisciplinary engineering and construction teams.
• Conduct regular site inspections to ensure quality control and alignment with project timelines.
• Ensure comprehensive documentation of all T&C processes, including:
  1. Test protocols and procedures
  2. Checklists
  3. Calibration certificates
  4. Commissioning reports
  5. Red-marked drawings
  6. Client sign-offs
• Maintain digital records and develop submission-ready handover packages.
• Manage and maintain the T&C and Handover Tool, ensuring all asset sheets are updated and accurate.
• Define and monitor key T&C performance metrics and reporting dashboards.
• Serve as the primary interface with:
  1. SBF Departments
  2. Zone leads
  3. Discipline leads
  4. Client representatives
• Prepare and present technical reports, progress updates, and recommendations to project leadership and stakeholders.
• Coordinate closely with construction, design, quality, and project controls teams to ensure commissioning readiness.
• Implement sustainable building practices and support the pursuit of applicable green building certifications (e.g., LEED).
• Ensure all activities comply with applicable Saudi Arabian codes, regulations, and relevant international standards.

Qualifications

• Bachelor's degree in Mechanical, Electrical, or related engineering discipline.
• Minimum 10 years of experience in Testing & Commissioning within large-scale construction projects.
• Prior experience working with Project Management Consultancy (PMC) is required; previous lead or managerial roles preferred.
• Proven track record managing complex MEP systems on mega or giga projects.
• Strong knowledge of:
  1. Saudi building codes and regulatory standards
  2. ASHRAE, NFPA, IEC standards
• Experience with T&C management tools, digital documentation systems, and asset lifecycle management.
• Strong leadership, stakeholder management, and communication skills.
• Experience in green building practices and certification processes is an advantage.
