Completion Lead - Dar Es Salaam

Location: Office-based, Dar Es Salaam
Contract Duration: 12-Month Contract
Rotation: 8 Weeks On / 2 Weeks Off
Rate: Day Rate (USD)

We are supporting a major cross country crude oil pipeline project in East Africa and are seeking an experienced Completion Lead to play a critical role in the transition from construction through to commissioning and pre-operations.
This is a hands-on, site-based role focused on system completion, punch list management, and ensuring a smooth and structured handover of facilities. Reporting to the Completion Manager, you will be responsible for overseeing all completion activities across assigned systems—ensuring inspections, documentation, and punch list close-out are delivered in line with project requirements and schedule. You will act as a key interface between construction, commissioning, QA/QC, and engineering teams.

Key Responsibilities

• Lead system completion activities from construction through to commissioning and pre-ops
• Review system definitions and inspection plans in coordination with engineering and discipline leads
• Coordinate and track Inspection Test Reports (ITRs) and completion status by system priority
• Ensure construction walkdowns and final inspections are executed effectively
• Manage and control punch list processes:
  • Define, review, and validate punch list items
  • Monitor progress and close-out status
  • Ensure accurate reporting across all project phases
• Lead daily and weekly completion meetings with site teams, QA/QC, and construction
• Ensure timely generation of completion certificates and handover documentation
• Interface with construction, pre-commissioning, commissioning, and regulatory teams
• Support the preparation and submission of mechanical completion dossiers and test packs
• Track and report progress, including outstanding items such as punch lists, NCRs, and check sheets
• Promote strong HSE standards across all completion activities

Candidate Profile

• Degree qualified in Engineering or a related discipline
• 10 years’ experience in construction, commissioning, or completions within large-scale energy or infrastructure projects
• Proven experience in system completion, turnover, and handover processes
• Strong understanding of:
  • P&IDs and system definitions
  • Inspection and test plans
  • Completion databases/systems (e.g. ICAPS, WinPCS, SmartPlant or similar)
• Experience managing punch list processes on complex projects
• Strong leadership and coordination skills across multidisciplinary teams
• Excellent reporting, communication, and stakeholder engagement abilities
• Fluent in English (written and spoken)
• Comfortable working in multicultural, site-based environments
