PROJECT SAFETY OFFICER
Contract until March 2031
Location: Offshore, Qatar | 29x27 rotation
Key Responsibilities:
- Provide technical services in Health and Safety during definition, detailed design, and execution stages to ensure contractor(s) compliance with established HSE policies, guidelines, procedures, standards, and regulations.
- Support and maintain a strong safety culture in line with organizational vision, strategy, and values.
- Identify and implement risk reduction measures based on hazard identification and risk assessment studies throughout construction, pre-commissioning, and commissioning phases.
- Participate in checking and reviewing method statements, JSAs, safety certifications, and other related documents submitted by contractors or project consultants, and report non-compliance or issues.
- Monitor site HSE programs and safe work practices, reviewing and evaluating data/systems as required and carrying out responsibilities for all HSE aspects of EPIC projects.
- Ensure personnel adherence to HSE standards, policies, guidelines, procedures, and regulations.
- Provide field oversight for contractors, subcontractors, and vendors to verify understanding and compliance with project HSE requirements.
- Monitor activities within project sites, conduct daily inspections, and ensure work aligns with approved JSA, risk assessments, method statements, and permits to work.
- Manage and implement HSE requirements across the project duration, collaborating with relevant departments and stakeholders to ensure regulatory compliance.
- Support HSE performance monitoring, objectives, initiatives, and HSE-related procedures, guidelines, and standards.
- Implement environmental management systems and recommend solutions for non-compliance concerns.
- Oversee implementation of legal requirements, regulatory standards, national laws, and international conventions/protocols.
- Maintain and update project HSE risk register.
- Review contractors' HSE documentation to ensure compliance.
- Assess competence of contractors' HSE personnel prior to site mobilization.
- Conduct incident investigations and reporting, implementing preventive and corrective actions.
- Lead site safety meetings, promote HSE awareness among project staff and contractors, and conduct safety audits.
- Compile reports, perform trend analysis, and contribute to updating HSE codes, standards, and specifications.
Requirements:
- Higher National Degree (HND), University Degree (preferably in Engineering), or Accredited HSE Professional Certificate.
- Associate membership of a recognized safety institution is desirable.
- Minimum 10 years of experience in Occupational Health and Safety, preferably in oil, gas, and petrochemical industry construction projects (greenfield and brownfield).
- In-depth knowledge of safe work practices, international standards (such as ISO 45001:2018), and procedures.
- Familiarity with international standards in Environmental Management Systems.
- Training in investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc.
- Proficient in MS Word, Excel, Access, PowerPoint, and other relevant software.
- GCC experience is desirable.
