QA/QC INSPECTOR (ELECTRICAL & INSTRUMENT)
Contract Type: Initial 2-year contract
Location: Qingdao, China (site-based)
Key Responsibilities:
- Inspect loop checking, wiring continuity, color coding, and start up.
- Review MRB and FAT reports for all Electrical & Instrumentation (E&I) equipment.
- Conduct EX equipment inspection against certificates, project specifications, and drawings; check glanding and termination and confirm the equipment is suitable for the location/area zone classification.
- Implement safety principles as required by the business, and proactively participate in all safety matters affecting the construction of the project.
- Coordinate inspection and test requirements on behalf of the client.
- Implement quality inspection procedures on construction activities, suppliers, and subcontractors to ensure compliance with project specifications.
- Ensure that all documentation generated by inspections, tests, surveillance, and surveys meets the requirements of the Project Quality Plan, ITPs, and project requirements.
- Complete relevant forms and prepare reports on inspections and tests for inclusion in inspection records.
- Communicate effectively with contractors, third parties, and end users.
- Ensure all measuring and testing equipment is calibrated with available records.
- Review quality documentation, method statements, work procedures, inspection and test plans, and inspection and test records.
- Identify problems and non-conformances, assist in proposing corrective and preventive actions.
- Witness and monitor technical inspections during Site and Factory Acceptance Tests as required.
- Liaise with other field supervisors and contractors to plan and perform SATs and E&I tests.
- Implement QC activities for electrical and instrumentation works onsite.
- Review inspection & test plans, checklists, and RFIs; conduct material receiving inspections and verify installation against hook-up drawings.
- Assist senior quality engineer in reviewing routine test reports, quality/vendor documentation, and equipment conformity.
- Monitor contractors' E&I site activities including substation grounding system installation and material-receiving according to quality procedures.
- Ensure all activities meet project requirements and reports are prepared and included in documentation packages.
- Witness site and laboratory tests related to electrical and instrumentation activities.
- Monitor materials and equipment to ensure they meet specifications.
- Conduct inspections on receiving E&I equipment as per ITPs and check delivery documents.
- Reject materials not meeting specification or lacking authentic certification.
- Follow-up on corrective actions for non-conformances.
- Monitor trends of non-compliance and provide performance feedback.
- Initiate surveillance/NCRs for approval.
- Review Mechanical Completion (MC) dossiers and ensure all ITRs are valid, signed off, and approved.
Qualifications:
- Minimum Higher National Diploma (HND) or Diploma in Electrical/Electronic/Instrumentation Engineering.
- Higher educational qualification (e.g., BSc in Electrical/Instrumentation) is an advantage.
- CompEx or IECEx Certification required.
- ISO 9001:2015 Internal/Lead Auditor qualification is an advantage.
Experience Required:
- At least 10 years' experience in quality control, inspection, or testing of electrical, telecommunication, or instrumentation systems within the oil and gas industry, with a minimum of 5 years offshore project experience.
- Strong working knowledge of QC and various testing requirements related to installation, testing, and commissioning of electrical and instrumentation equipment and HVAC in oil/gas offshore projects.
- Familiarity with international industry codes and standards for intrinsically safe and electrical systems for instrumentation such as ISA, ANSI, IEEE, IEC, NEMA, NFPA, and UL.
- Knowledge of electrical installations including materials, methods, specifications, and hazardous location identification as applicable for oil and gas.
- Demonstrated knowledge of international codes and standards related to packaged units instrumentation (DCS, SCADA, RTU, ESD).
- Experience with inspection of cathodic protection equipment and knowledge of NACE or equivalent corrosion standards.
- Understanding of ISO-9001:2015 quality system requirements.
- Knowledge of regulations governing electrical, telecommunication, or instrumentation in hazardous areas (e.g., ATEX, IECEX, NEC).
- Experience in calibration of instruments (control valves, pressure and temperature transmitters, etc.).
