JOB TITLE
Shorebase HSE Supervisor REPORTS TO
  • Shorebase Manager
  • HSE Coordinator (HSE Function)
SCOPE OF THE POSITION
Provide HSE support and professional guidance to the Project and Operations teams on the implementation of an Integrated HSE Risk‑Based Management System at shorebase facilities, ensuring safe operations that meet or exceed project safety objectives.
The role is focused on preventing accidents and incidents and ensuring full compliance with corporate and regulatory Health, Safety, and Environmental (HSE) standards, policies, and procedures. DUTIES AND RESPONSIBILITIES
  • Act as a visible safety leader, promoting strong HSE culture and personal accountability across the shorebase and port facilities.
  • Support implementation and maintenance of project and regulatory HSE requirements, ensuring best‑in‑class safety and environmental performance.
  • Participate in risk management activities including Major Accident Hazard analysis, hazard identification studies, and Management of Change processes.
  • Coordinate Drug & Alcohol testing at shorebase and dock facilities as required.
  • Track and analyse HSE hazards arising from pre‑start safety reviews, equipment inspections, and incident investigations, ensuring timely close‑out.
  • Verify that all personnel complete required HSE training prior to mobilisation.
  • Manage contractor and subcontractor HSE performance using approved contractor HSE management systems.
  • Act as onsite safety representative during emergency response activities and exercises.
  • Support field execution of contractor HSE programs and implementation of HSE bridging documents.
  • Coordinate and conduct audits of critical safe work practices including confined space entry, lifting operations, working at height, isolation/tag‑out, permits to work, and job safety analysis.
  • Advise supervisors and personnel on safety, health, and environmental issues.
  • Define and implement risk mitigation measures and safe operating procedures.
  • Coordinate safety campaigns to promote employee awareness and proactive safety behaviour.
  • Support marine safety management programs related to logistics and vessel operations.
  • Liaise with contractor HSE representatives to ensure alignment and compliance.
  • Conduct regular inspections of safety‑critical tasks, identifying unsafe conditions and corrective actions.
  • Participate in safety meetings and deliver presentations at scheduled safety briefings.
  • Ensure Job Risk Assessments are completed, understood, and followed by all personnel.
  • Assist with emergency response drills and training activities at the shorebase.
  • Monitor HSE performance indicators and recommend continuous improvement actions.
  • Prepare daily, weekly, and monthly HSE reports supporting logistics and operational activities.
  • Consolidate HSE statistics and final reports for shorebase operations.
  • Support contractor selection and evaluation processes from an HSE perspective.
  • Ensure effective communication and reporting of incidents, near misses, and regulatory notifications.
  • Ensure timely and accurate recording, investigation, and close‑out of incidents and corrective actions using approved reporting systems.
  • Conduct safety assessments to evaluate the effectiveness of HSE management systems.
  • Analyse risks arising from site inspections, audits, and critical task assessments.
  • Schedule and conduct HSE inspections in line with corporate and local regulatory requirements.
  • Conduct worksite audits, coaching, and mentoring to reinforce safe working practices.
  • Maintain strong on‑site presence, particularly in high‑risk operational areas.
  • Ensure Stop Work Authority is exercised effectively and embedded in site safety culture.
  • Participate in Management of Change and Non‑Conformance processes.
  • Support performance appraisals related to HSE responsibilities where applicable.
  • Ensure full compliance with environmental permits, impact assessments, and waste management plans.
  • Oversee appropriate waste handling, storage, disposal, and reporting activities.
EDUCATION / QUALIFICATIONS
  • Technical degree or university qualification in Occupational Health & Safety, Environmental Science, Industrial Engineering, Chemical Engineering, or related discipline
    OR
  • Minimum 15 years of verifiable HSE experience within offshore Oil & Gas or logistics base environments
Additional requirements:
  • Recognised HSE certification in Oil & Gas Operational Safety, Process Safety Management, or equivalent
  • Certification in Management of Lifting Operations (LOLER or equivalent)
  • Strong knowledge of local and international HSE regulations and standards
  • Proficiency with Microsoft Office applications
  • Fluent written and spoken English and Spanish
  • Valid Offshore Survival certification (e.g. BOSIET)
  • Valid medical fitness certification for the role
EXPERIENCE & KNOWLEDGE
  • Legal authorisation to work in Spain
  • Minimum 10 years’ experience in upstream oil and gas operations
  • Experience in planning and managing offshore oil spill response activities
  • Strong understanding of oil & gas safety and environmental regulations
  • Knowledge of waste management and classification regulations
  • Knowledge of Naturally Occurring Radioactive Material (NORM) management
  • Experience auditing marine vessels and offshore installations
  • Experience in emergency management, incident reporting, and investigations
  • Experience working in Spain is advantageous
