Senior Commissioning Manager | 10279 | fixed term contract until 31 March 2028 (secondment opportunity) | 37 hours per week | £56,912 to £62,618 per annum | Grade M | Norwich
We are seeking a highly skilled and strategic Senior Commissioning Manager to lead the development and delivery of commissioning strategies that will shape the future of Adult Social Care services in Norfolk. You will oversee a major portfolio of commissioning activity - including specialist and housing-related commissioning - ensuring that all strategies are evidence-based, co-produced, and focused on delivering high-quality, outcome-driven support for our residents, with effective, safe delivery and clear performance oversight and reporting.
As a system leader working across the Integrated Care System and with a wide range of partners, you will provide strategic oversight of needs analysis, market development, and service design. You will drive innovation and lead the implementation of complex commissioning programmes, ensuring alignment between strategy, policy, funding, and operational delivery to secure cost-effective and sustainable services across your portfolio.
You will build strong, trust-based relationships with providers, voluntary sector organisations, people with lived experience, and system partners-ensuring that the voices of those who use services shape commissioning priorities. With responsibility for commissioning and staffing budgets, you will ensure that resources are directed where they have the greatest impact and contribute to Norfolk's transformation and demand-management ambitions.
We are looking for a credible and collaborative leader with a proven track record of developing commissioning strategies, delivering complex programmes, and driving change in challenging environments.
