Job Purpose
The Instrumentation and Control Commissioning Supervisor oversees all pre-commissioning and commissioning activities for I&C disciplines executed offshore by the EPC contractor, ensuring systems and sub-systems meet project specification requirements as per approved procedures.
Job Context and Major Challenges
- Oversee contractor MC, CSA, and RFSU activity progress.
- Ensure effectiveness of the system completion database and procedures.
- Monitor with the contractor the commissioning schedule to ensure planning and sequence are in line with project milestones.
- Organise weekly meetings with contractor counterparts.
- Report pre-commissioning and commissioning progress to line management.
- Participate in CTP kick-off meetings and witness their execution.
- Participate in all walkdown certificates (MC and RFSU).
- Participate in punch follow-up and clearance meetings.
- Participate in company / contractor and vendor offshore meetings.
- Review and validate contractor ITRs and check sheets.
- Participate in PTW and SIMOPS meetings.
- Support operations during start-up.
Key Job Accountabilities
- Witness contractors scope of work and validate test and check sheets in accordance with project requirements.
- Follow up construction activities and progress during pre-shutdown and shutdown of the brownfield WHPs and RTs.
- Oversee brownfield offshore pre-commissioning and commissioning execution activities and ensure they are safe and compliant.
- Follow up punch list creation, categorisation and clearance via weekly meetings with the contractor.
- Verify the completeness of the EPC contractor completion dossiers for mechanical completion, pre-commissioning, and commissioning through to handover to the permanent asset.
- Monitor and verify EPC contractor preservation activities and ensure they meet project requirements.
- Coordinate, capture, and share system completion lessons learned for inclusion in the project lessons learned register.
- Monitor progress and status of subsystems using the completion management system and ensure timely handovers.
- Oversee and control all mechanical completion (MC), pre-commissioning (CSA), and commissioning documentation (RFSU).
Person Specification - Minimum Requirements
Qualifications
- Bachelor's Degree in Applied Sciences.
Knowledge and Experience
- 8 years experience with medium to large project commissioning in the oil and gas industry.
- Strong knowledge and understanding of completion certificate types.
- Strong decision making and prioritisation skills under pressure, with solid technical, analytical, and interface skills.
- Strong knowledge and understanding of punch list categorisation.
- Experience using completion management systems (CMS) databases such as PIMS, WinPCS, ICAPS, Hexagon or similar.
- Familiarity with construction, QA/QC, and operations interfaces.
- Excellent organisational, reporting, and communication skills.
- Strong understanding of HSE standards and safe system handover practices.
Technical and Business Skills
- A strong commitment to safety protocols and procedures in an offshore site environment.
- Effective coordination with all parties involved and strong reporting skills.
- Strong organisational and technical judgment skills.
- Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
- Excellent communication skills to read, write, and speak fluent English.
- Pre-commissioning, commissioning and start-up experience as a commissioning performer on major oil and gas projects.
- Proficient in Microsoft Office suite and general computer literacy.
- Good communication and influencing skills.
