Safety Officer
Location: Qatar (Onshore – Office & Site)
Contract Duration: Until 31/12/2028

Role Overview
An experienced Safety Officer is required to support major oil & gas project activities across both office and site environments. The role focuses on ensuring full compliance with HSE standards, policies, and procedures throughout all phases of engineering, procurement, installation, and construction (EPIC), with strong involvement in both onshore and offshore operations.

Key Responsibilities

  • Monitor site activities and conduct daily and weekly HSE inspections to ensure compliance with approved JSA/JHA, Risk Assessments, Method Statements, and Permit to Work systems
  • Identify hazards and implement risk reduction measures across all project phases
  • Review contractor HSE documentation including method statements, JSA, lifting plans, and certifications, highlighting any gaps or non-compliance
  • Provide technical HSE support during EPIC stages to ensure contractor adherence to HSE plans, policies, and regulations
  • Ensure compliance with fire safety systems, life safety measures, emergency response plans, and security systems
  • Support the implementation of HSE performance monitoring, objectives, and initiatives across the project
  • Monitor compliance with legal and regulatory HSE requirements, including national and international standards
  • Maintain and update the Project HSE Risk Register, ensuring proper tracking and close-out of risks
  • Participate in contractor HSE evaluations, including review of Safety Officer competencies prior to mobilisation
  • Conduct incident investigations, reporting, and follow-up on corrective and preventive actions
  • Lead site safety meetings and promote HSE awareness among project teams and contractors
  • Perform safety audits and ensure implementation of corrective actions

Qualifications

  • HNC / BSc or equivalent in an engineering discipline
  • NEBOSH Certificate or Diploma (or equivalent) required
  • Membership of a recognised safety institution preferred

Experience

  • Minimum 12 years of HSE experience within oil & gas, petrochemical, or major infrastructure projects
  • Strong experience across both onshore and offshore environments, including fabrication yards, offshore platforms, and installation projects
  • Proven knowledge of HSE regulations, standards, and environmental compliance

Certifications & Skills

  • Offshore certifications including T-BOSIET and H2S (OPITO approved)
  • Strong knowledge of PTW systems, JSA, and incident investigation processes
  • ISO 45001 and Lead Auditor training desirable
  • Proficient in MS Office and relevant HSE software
  • Strong communication and reporting skills
