Overview
A major energy operator is seeking an experienced Safety Officer to support health and safety activities across large-scale oil and gas projects. The role focuses on ensuring compliance with HSE standards across all phases of construction, pre-commissioning, and commissioning, with strong emphasis on contractor oversight and safety performance monitoring.
The Role
You will provide technical HSE support on major projects, ensuring contractor compliance with safety requirements, supporting risk management activities, and promoting a strong safety culture across site operations.
Key Responsibilities
- Provide technical HSE support during design, construction, and execution phases
- Ensure contractor compliance with HSE policies, procedures, and regulatory requirements
- Promote and maintain a strong safety culture aligned with company standards
- Conduct daily site inspections to ensure compliance with approved procedures and permit-to-work systems
- Review method statements, job safety analyses, risk assessments, and safety documentation
- Identify and implement risk reduction measures across construction and commissioning phases
- Monitor site HSE activities and evaluate compliance with safety systems and standards
- Support implementation of HSE performance monitoring, objectives, and initiatives
- Ensure compliance with environmental management systems and legal requirements
- Maintain and update HSE risk registers and ensure proper close-out of actions
- Review contractor HSE plans, procedures, and personnel competency
- Participate in contractor personnel competency assessments and approvals
- Conduct incident investigations and ensure corrective and preventive actions are implemented
- Lead site safety meetings and awareness sessions
- Conduct safety audits and ensure corrective actions are followed through
- Prepare HSE reports, statistics, and trend analysis
- Support updates to HSE standards, procedures, and specifications
Requirements
- Higher National Diploma or University Degree (Engineering discipline preferred), or accredited HSE qualification
- Valid HSE Management System Lead Auditor certification (mandatory)
- Minimum 10 years of experience in occupational health and safety within oil and gas or petrochemical projects
- Strong experience in construction environments, including greenfield and brownfield projects
- Knowledge of ISO 45001 and environmental management systems
- Experience with incident investigation tools (e.g. TapRoot, SafetyCulture, EasyRCA, Tripod Beta)
- Strong understanding of safety regulations, procedures, and risk management practices
- Proficiency in MS Office and reporting tools
- Experience working in the GCC is preferred
