QA/QC ENGINEER (CIVIL)

Location: Qatar (Offshore / Onshore Project Sites)

Overview
A major energy operator is seeking an experienced Civil QA/QC Engineer to lead quality assurance and quality control activities across offshore process platforms and pipeline projects. The role involves overseeing inspection teams, ensuring compliance with international standards, and maintaining quality across all phases of fabrication, construction, and offshore installation.

Key Responsibilities

• Ensure all works by contractors, subcontractors, vendors, and manufacturers comply with project specifications and international standards
• Enforce adherence to approved QA/QC documentation including quality plans, inspection and test plans, procedures, and checklists
• Lead and coordinate QC inspection teams across fabrication, construction, and offshore installation activities
• Monitor contractor and vendor compliance with approved quality requirements and address deficiencies
• Oversee daily performance of inspection personnel and quality control activities
• Act as focal point for resolution of site and shop quality issues in coordination with senior quality engineering teams
• Review and control technical deviations, material substitutions, and inspection changes
• Manage non-conformance reports and ensure corrective and preventive actions are implemented
• Ensure proper preparation, compilation, and submission of inspection records, test packs, and dossiers
• Report daily quality status updates to senior quality management

Requirements

• Bachelor’s degree in Civil Engineering
• Minimum 15 years of QA/QC experience in oil and gas offshore projects
• Experience in offshore process platforms, subsea pipelines, fabrication, construction, and offshore installation
• Strong knowledge of welding, NDT, coating, painting, lining, repair works, and CRA/cladded piping systems
• Valid certifications required (minimum one of the following):
  • CSWIP 3.2 or AWS Certified Welding Inspector (CWI)
  • BGAS-CSWIP Grade 1 or NACE Level II
• NDT Level II certification in RT and UT (as per applicable standards)
• ISO 9001:2015 Lead Auditor certification
• Strong knowledge of international codes, offshore quality standards, and client specifications
• Experience leading multidisciplinary QA/QC inspection teams
• Strong reporting, coordination, and stakeholder management skills
