Qualification

  • Diploma level or equivalent is preferred, although lesser qualified candidates with extensive and relevant experience in lieu of qualification will be considered.

Experience

  • A minimum of 12 to 14 years experience in relevant construction and installation activities in projects within the oil and gas industry.
  • Experience in steel structure installation and commissioning of offshore projects.
  • Good knowledge in piping and mechanical installation and commissioning.
  • Good knowledge of lifting activities to assess lifting plans and lifting operations.
  • Experience in the implementation of construction industry best practices, systems, processes and standards.
  • Understanding of construction techniques for various types of work, especially construction and commissioning activities in green fields, brown fields and well head jackets.
  • Good skills in construction management, effective communication and conflict resolution.
  • Exposure to works by associated disciplines.
  • Computer literate with good communication and writing skills.
  • Excellent knowledge of industry engineering standards, quality control, safety and environmental awareness.
  • Excellent ability to interpret and review method statements, lifting plans, inspection and test plans, construction schedules and drawings.
  • Ability to highlight potential bottlenecks and problems and to suggest practical solutions.
  • Ability to supervise, cooperate and coordinate with a multi-national and multi-cultural contractor workforce.

Primary Duties and Responsibilities

  • Monitor, control and report contractor performance, manpower deployment, and plant and equipment movements, including construction slippages.
  • Conduct daily and weekly meetings with contractors involving all discipline supervisors, QA/QC inspectors and HSE advisors, and address or resolve issues hindering progress.
  • Act as the construction risk management representative to identify construction risk events, their effects and consequences, propose mitigation measures and ensure mitigation measures are implemented at site.
  • Review and forward to management daily and weekly construction progress reports for assigned projects and verify contractor progress statements for accuracy.
  • Liaise with senior discipline engineers throughout all phases of the project for all construction related matters, including inputs during the detailed engineering and procurement stages.
  • Participate in reviewing detailed design drawings, method statements, material requisitions and material receipt inspections.
  • Review contractors construction plans, schedules, method statements and procedures, including offshore logistics.
  • Supervise and approve construction activities and coordinate various aspects of project construction, including material, work and testing inspections in the fabrication yard, material submissions and working drawings from the contractor, and processing documentation as required.
  • Check and ensure that all construction works are completed in accordance with approved standards and consistent with contract specifications.
  • Coordinate MCC walk-through, pre-commissioning and commissioning activities with contractors, vendors and end users.
  • Maintain a daily record of progress, noting special comments. Report to the supervisor any work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
  • Monitor and control work permits to ensure that contractor compliance with conditions fixed on consolidated work permits.
  • Coordinate mobilization and demobilization of contractors, sub-contractors and vendors to offshore sites following contract awards.
  • Interact and interface regularly with other contractors, projects and departments to identify and resolve all construction related matters, especially liaison with production and maintenance departments.
  • Under the general supervision of the Head of Construction, initiate decisions on project issues within the framework of respective contract documents and procedures, in close coordination and concurrence with the project team.
  • Take responsibility for all matters outside of normal working hours during construction phases of the project.
  • Be accountable for efficiently managing site construction activities leading to construction and pre-commissioning in accordance with established policies and procedures.
  • Alert the project management team of anticipated construction slippage and provide inputs for corrective actions and implement as required.
