Job Title:
QA/QC ENGINEER (SUPPLIER QA/QC - PIPING & MECHANICAL)
Working Location:

Key Responsibilities:
- Support vendor/contractor in finalizing the Vendor Document Requirement Listing (VDRL) and submission schedule in line with manufacturing, inspection, and testing programs, ensuring timely review and approval.
- Assist functional supervisor in review of relevant QMS, engineering and vendor quality documents and conduct Project Quality Health Check (PQHC), process/procedural/technical compliance checks and audits.
- Ensure identification and regularization of deviations to project technical requirements and Preferred Manufacturers List (PML).
- Attend Criticality Rating Assessment workshops and ensure identification of Quality Intervention Levels/Material Certification Requirements (BS EN 10204).
- Coordinate with discipline engineers for input when approving vendor quality documents and finalizing intervention levels in ITPs, review third-party inspector CVs for FAT/functional testing.
- Ensure implementation and compliance of project supplier QA/QC requirements, engagement of qualified personnel, and use of calibrated inspection test equipment by contractors/vendors/manufacturers during various phases of P.O execution.
- Coordinate and attend pre-inspection meetings, vendor qualification audits/inspections, and weekly QA/QC meetings.
- Ensure timely submission and review of contractor and third-party inspection visit reports; identify potential or actual non-conformances and direct contractors/vendors in taking corrective and preventive actions. Escalate as needed.
- Initiate or ensure initiation of NCRs for recurrent surveillance observations and non-conformities and coordinate/follow up for RCA/corrective actions and close out.
- Review and ensure MRB are compiled as per the approved index, with MTCs/inspection/test records traceable and retrievable.
- Ensure appropriate systems/processes/computer databases are established by contractors to maintain and report P.O/equipment-wise status of vendor quality documents, CV approvals, inspection notifications, reports submission, manufacturing, inspection, and test status.
- Ensure timely submission and review of weekly/monthly supplier QA/QC status reports and raise performance issues to the attention of the functional supervisor.
- Monitor contractor/third-party inspectors and engineers' performance, provide necessary support/guidance, and report to the functional supervisor.
- Ensure own safety and the safety of others affected by business activities.
Requirements:
- Bachelor's degree in mechanical engineering (or equivalent) from a recognized university.
- IRCA Certified QMS Lead Auditor.
- Welding Inspector/Engineer, Painting Inspector, NDT Level-2/3, API Certifications, or similar qualification.
- Membership/certification from a recognized professional institution (MCQI-CQP, ASQ-CMQ&OE) is desirable.
- 15 years' experience in supplier QA/QC function in major process plants (such as refinery, NGL/LNG plants, petrochemical complex) in the oil & gas sector. Experience in GCC is desirable.
- Strong knowledge of QA/QC aspects of procurement, manufacturing, inspection, testing and acceptance of various static/rotating equipment, process piping components.
- Experience performing, coordinating, and managing global inspection/testing activities at vendor/manufacturer sites and managing vendor inspection teams.
- Proficiency in preparation, review, and approval of procurement/vendor/manufacturer quality documents (purchase specifications, ITRs, MR, TBEs, quality plans, ITPs, QCPs, FAT, welding, NDT, HT, material testing, other test methods and procedures, MRBs, inspection reports, release notes).
- Experience performing supplier evaluation, qualification audits, and performance monitoring.
- Good understanding and experience with IT/software systems supporting supplier QA/QC, maintaining and reporting PO/equipment status, inspection notifications, report submissions, manufacturing, inspection, and test status.
- Strong knowledge of product marking (ASME/API/UL/FM) and application of international codes and standards (ASME, TEMA, ASTM, API, ISO, BS EN, NACE, IOGP, and others), and those relevant to the role.
- Effective communicator able to work in multidisciplinary and multicultural environments and conduct pre-inspection meetings with various stakeholders.
- Experience implementing and conducting pre-qualification/QMS/quality compliance checks and audits, quality walkthroughs of organizations and project activities.
- Ability to resolve complex QA/QC issues and disputes arising from differing interpretations of project technical requirements and scope of work.
