Job Description
Job Title: Instrument & Control Engineer
Working Location: Doha, Qatar (Offshore support)
Contract Type: Contract
Job Purpose
Provide instrument and control system engineering technical support to ensure the safe operation and maintenance of equipment installed offshore in accordance with established policies and procedures that contribute to the department objectives and are in alignment with company strategy.
Reporting and Relationships
- Reports to: Head of Offshore Maintenance Support
- Direct reports: None
Internal:
- Frequent contact with other maintenance support disciplines, Engineering, Reliability, Maintenance, Projects, Operations, Safety, Supply, Logistics
- Periodic contact with audit and insurance departments
External:
- Frequent contact with vendors, Original Equipment Manufacturers (OEM) and third-party contractors, suppliers and contractors
Job Context & Major Challenges
- Serve as a technical resource, operating in a technical environment with interfaces to multiple internal and external stakeholders.
- Major challenges of the role are:
1) Participate in risk-based work selection, troubleshooting of problems associated with instrumentation and control systems and equipment and provide the requisite support to the offshore team
2) Participate and contribute to the risk screening and formal risk assessment process for the control system and allied works
3) Work independently on broad assignments related to instrument and control engineering discipline guided by company objectives and professional engineering standards covering offshore facilities
4) Participate in obsolescence management process for the critical spares associated with instrument and control engineering equipment

Key Job Accountabilities
1. Provide Instrument and Control engineering support to offshore operations and maintenance for risk-based work selection, day-to-day troubleshooting including Level-2 complexity issues and preventive/corrective maintenance activities as per maintenance strategies to ensure the compliance of the business requirement.
2. Contribute to raising management of change requests which require studies, support engineering in feasibility studies and implementation of recommendations to the asset instrumentation team to meet compliance requirements of specifications.
3. Participate in development of equipment strategies, root cause failure analysis studies, risk screening/formal risk assessments and bad actor studies to ensure compliance with policies and technical requirements in outlined proposed technical tasks.
4. Ensure close collaboration with offshore maintenance, workshop, engineering and project management departments for the timely close out of outstanding maintenance activities and the process review and development of maintenance procedures.
5. Perform technical evaluation of materials initiated for procurement including routine, non-routine and shutdown activities to ensure availability of the right quality and specification of the material on time.
6. Participate in establishing a demand plan for contracts activities and contribute to establishing the scope of work for complex contracts for Instrument and Control maintenance activities including post-contract award processes to ensure compliance with business procedures.
7. Review and monitor the obsolescence of instrumentation spares and equipment to ensure business continuity and minimize operational risk.
8. Understand and implement all required procedures for instrumentation and control engineering maintenance activities to ensure compliance with maintenance requirements and standards.
9. Participate in the maintenance quality verification program for the department to meet the outlined procedural requirements and ensure safe operation of systems.
10. Understand and utilize the relevant company management control systems to ensure compliance with business systems.
Person Specification - Minimum Requirements
Qualifications
- Bachelor's degree in Engineering or Science majoring in Instrument and Control System Engineering.
Knowledge and/or Experience
- 4 years' experience in an instrumentation and control system environment in the oil and gas or petrochemical sector in an established Engineer position.
Technical and Business Skills
- Computer literate and competent with a variety of engineering software tools.
- Fluent in English language (demonstrated verbal and written skills).
- Computer literate, with knowledge in maintenance and material management systems (e.g. ERP such as SAP).
- Experienced in preparation and review of scope documents for maintenance activities and external service requirements.
- Conversant with company, national and international policies, procedures, standards and specifications.
