Project Overview
The project involves the FEED and engineering development of complex offshore platform facilities, with a strong focus on procurement quality assurance, vendor surveillance, technical compliance, inspection strategy and quality control of critical equipment and materials.
Position Overview
The Procurement QA/QC Engineer – NDT Level III will be responsible for providing technical leadership and quality oversight for all Non-Destructive Testing activities associated with the procurement and manufacturing of equipment, piping, pipelines, structural components and other critical materials for the offshore platform project.
The position will review and approve vendor NDT procedures, techniques, personnel qualifications, inspection records and test results to ensure compliance with project specifications, Purchase Order requirements and applicable international codes and standards.
The engineer will support the complete procurement quality process, from Technical Bid Evaluation and Purchase Order review through vendor Kick-Off Meetings, Pre-Inspection Meetings, manufacturing surveillance, final inspection and shipment.
The role will also provide technical support in resolving NDT-related quality issues, evaluating reportable indications, reviewing defect disposition proposals and ensuring the proper traceability and documentation of all NDT activities.

Key Responsibilities
- Become fully familiar with the company’s quality requirements, project specifications, Purchase Order requirements and applicable inspection procedures.
- Provide Level III technical support and oversight for NDT activities performed during the manufacture and fabrication of project equipment and materials.
- Participate in Technical Bid Evaluations to assess vendors’ proposed NDT capabilities, procedures, personnel qualifications and inspection arrangements.
- Participate in meetings with vendors, manufacturers, inspection agencies and company representatives to ensure that all parties clearly understand the project’s NDT and quality requirements.
- Attend vendor Kick-Off Meetings and prepare or present the relevant procurement quality and NDT requirements.
- Participate in and chair Pre-Inspection Meetings, where required.
- Review and provide comments on vendor quality and NDT documentation, including:
- Inspection and Test Plans
- Manufacturing Procedure Specifications
- NDT procedures
- NDT technique sheets
- Written practices
- Personnel qualification and certification records
- Equipment calibration records
- NDT subcontractor qualifications
- Manufacturing and inspection procedures
- Factory Acceptance Test procedures
- Inspection reports
- Final manufacturing documentation
- Review NDT procedures to ensure that the proposed examination methods, techniques, equipment, calibration arrangements, acceptance criteria and reporting formats comply with the applicable project requirements.
- Verify that NDT personnel are appropriately trained, qualified and certified for the methods and levels of examination they are performing.
- Assess vendors’ written practices for the qualification and certification of NDT personnel.
- Verify the validity of NDT personnel certifications and confirm that vision testing, experience and training requirements are properly maintained.
- Review the suitability, calibration status and functional capability of NDT equipment used during manufacturing and inspection activities.
- Review radiographic films, digital radiographic images, ultrasonic testing data, phased-array records, Time-of-Flight Diffraction data and other NDT examination records, where applicable.
- Evaluate NDT indications and confirm whether they comply with the applicable acceptance criteria.
- Provide technical guidance on the interpretation and application of relevant NDT codes, standards, project specifications and acceptance criteria.
- Monitor NDT activities performed during the manufacture and fabrication of:
- Pressure vessels
- Piping and pipelines
- Line pipes
- Valves
- Structural components
- Forgings and castings
- Mechanical equipment
- Offshore platform components
- Other critical equipment and materials
- Verify Notice of Inspection readiness before forwarding the inspection request to the TPC Coordinator or appointed third-party inspection agency.
- Coordinate with third-party inspection agencies regarding vendor inspection and NDT surveillance requirements.
- Review and provide comments on third-party inspection reports.
- Conduct or support vendor and NDT subcontractor audits to assess compliance with project requirements and approved quality procedures.
- Identify discrepancies, non-compliances or unacceptable NDT results and issue Non-Conformance Reports where required.
- Review vendors’ proposed corrective actions, repair procedures, concession requests and Root Cause Analysis documentation.
- Expedite vendors to submit resolution proposals and Root Cause Analysis, where required, within three working days of receiving the Non-Conformance Report.
- Evaluate the suitability of additional NDT examinations proposed following repairs, defects or non-conforming results.
- Coordinate with welding, materials, mechanical, piping and other relevant engineering disciplines when resolving NDT-related technical or quality issues.
- Ensure that repaired areas are re-examined using the appropriate NDT method and that the results comply with the applicable acceptance criteria.
- Support the development and implementation of an NDT quality and traceability system.
- Ensure that all NDT records are complete, legible, traceable and properly linked to the relevant equipment, material, weld or component.
- Review manufacturers’ record books, final documentation packages and as-built dossiers.
- Confirm that all required NDT documentation is complete and acceptable before final quality release and shipment.
Education and Professional Requirements
- Bachelor’s degree or higher in Engineering, Materials Engineering, Metallurgical Engineering, Mechanical Engineering or another relevant technical discipline.
- Minimum ten years of relevant experience in NDT, inspection, fabrication or procurement quality within the oil and gas, petrochemical, offshore or energy industries.
- Strong experience supporting the manufacture and inspection of oil and gas equipment, piping, pipelines, pressure vessels, structural components or other critical materials.
- Valid Level III certification in relevant NDT methods in accordance with an internationally recognised certification scheme.
- Certification should preferably include relevant methods such as:
- Ultrasonic Testing
- Radiographic Testing
- Magnetic Particle Testing
- Liquid Penetrant Testing
- Level III certification or strong technical experience in advanced NDT methods would be advantageous, including:
- Phased Array Ultrasonic Testing
- Time-of-Flight Diffraction
- Digital Radiography
- Computed Radiography
- Automated Ultrasonic Testing
- Certification should be issued or recognised under an applicable international scheme, such as:
- ASNT
- PCN
- ISO 9712
- Employer-based certification compliant with SNT-TC-1A or CP-189
- Other recognised equivalent certification systems
- Certification requirements remain subject to the client’s final project specification.

Preferred Project Experience
Candidates should ideally have:
- Strong experience in offshore oil and gas projects.
- Proven exposure to FEED projects and/or full project lifecycle execution.
- Relevant experience in procurement quality, vendor quality, inspection, manufacturing surveillance and technical compliance.
- Experience supporting major EPC or EPCI offshore developments.
- Experience providing NDT Level III support during the procurement and manufacturing of critical offshore equipment and materials.
- Experience reviewing NDT documentation and inspection results from international manufacturers and fabrication yards.
- Familiarity with international codes, standards and project specifications relevant to NDT, welding, fabrication and material inspection.
- Experience working with third-party inspection agencies, vendors and NDT subcontractors.
- Middle East offshore project experience would be highly advantageous.

Contract Terms and Conditions
- Yearly renewable contract, with potential engagement of up to two years.
- Office-based position in Singapore.
- Monday to Friday working arrangement.
- Open to Singapore-based and regional candidates.
- Employment visa will be arranged for eligible non-Singapore candidates on single status.
