Job Summary
This position performs technical duties in the installation, repair, and maintenance of industrial, large commercial, and large residential meters and services.
Examples of Duties
Major Duties
- Installs natural gas meters to meet customer requirements.
- Sorts, tests, maintains, inspects, calibrates, and trouble-shoots various types of meters including electronic volume correctors installed on diaphragm, rotary, and ultra-sonic meters.
- Investigates and provides feedback to the Measurement Supervisor on customer metering issues.
- Performs on-site natural gas load assessments.
- Prepares records detailing equipment used in meter sets.
- Receives emergency work orders; locates utilities, repairs meters and repairs cut service lines.
- Locates and repairs leaks.
- Updates orifice plate check measurement natural gas chromatograph weekly.
- Works with crews and service technicians to correctly size dual pressure service and over-pressure detection devices.
- Performs daily preventive maintenance of meter sets.
- Records all testing data to customer accounts.
- Installs and maintains telemetry devices.
- Downloads audit trials from pressure recorders.
- Installs main line regulators and valves.
- Monitors analog differential gauges on all coalescing filters.
- Communicates with department management to meet all regulatory requirements.
- Performs related duties.

Knowledge Required by the Position
- Knowledge of over-pressure protection devices.
- Knowledge of positive displacement natural gas meters.
- Knowledge of self and pilot operated regulators.
- Knowledge of pressure and temperature compensation.
- Knowledge in the cause and effect of metering issues and associated customer issues.
- Knowledge of telemetry devices and related software.
- Knowledge with industry calibration procedures as they relate to measurement devices.
- Knowledge of natural gas appliances.
- Knowledge of cathodic protection principles.
- Knowledge of the methods and practices involved in the locating, maintenance, and repair of natural gas pipelines, regulator stations and cathodic protection systems.
- Knowledge of national and state building and construction codes.

- Skill in the preparation of project drawings and cost estimates.

Supplemental Information
Supervisory Controls
- The Measurement Specialist assigns work in terms of general and specific instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
Guidelines
- Guidelines include the State of Georgia Code Title 46, the Code of Federal Regulations, the Natural Gas Fuel Code, city and county ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
Complexity/Scope of Work
- The work consists of varied technical and administrative duties. The unique nature of each customer combined with strict regulations contribute to the complexity of the position.
- The purpose of this position is the installation and maintenance of industrial, large commercial and large residential meter services. Successful performance helps ensure the safe, effective and efficient operation of the natural gas utility system.

- Contacts are typically with coworkers, other department personnel, contractors, vendors, property owners, customers, and the general public.

Physical Demands/Work Environment
- The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office, stockroom, warehouse, or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
Supervisory and Management Responsibility
- This position may have functional supervision over assigned personnel and related contractors to departmental jobs.
Minimum Qualifications
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years of experience or service.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

- Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision. There are three options.
- PPO - Options A & B with HRA (HRA is City funded through wellness program initiatives).

- Over 15 years of service - 11.076 hours per pay period
- Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
- Tuition Reimbursement towards associate's, bachelor's or master's degrees, available to all full-time employees after one year of employment. (exclusions apply)
