Position: Environmental Regulatory Advisor

Location: Melbourne

Indicative Term of Contract: 12 months

Schedule: 3 days on / 4 days off

MAIN FUNCTIONS
  • Serve as the single point of contact for all environmental and regulatory matters.
  • Coordinate and oversee environmental and regulatory programs, including engineering, procurement, construction, and commissioning aspects.


SKILLS AND QUALIFICATIONS
  • Previous experience in a closely related position.
  • University degree in Natural or Environmental Sciences, Natural Resource Management, Social Sciences (e.g., anthropology, sociology), Engineering, or another technical field related to E&R management.
  • Experience in environmental, socioeconomic, and/or health fields, preferably in construction or extractive industry projects.
  • Knowledge of external project financing is desirable.
  • Knowledge of specific country regulations is desirable.
  • Excellent English speaking and writing skills.
  • Familiarity with predominant in-country language(s) is desirable.
  • Strong interpersonal skills, supervisory/organizational abilities, and proven ability to work positively in a team environment.


TASKS AND RESPONSIBILITIES
  • Work with environmental, socioeconomic, and/or health consultants and the Project Team (PT) to oversee preparation of the project's Emergency Support Group (ESHIA) and Environmental Management Plan (EMP).
  • Develop, coordinate functional endorsement of, and implement the project's Regulatory Compliance Plan and Environmental Management Plan, including preliminary versions.
  • Assist the Safety, Health, and Environmental (SHE) Manager in:
  • Supporting project-related Environmental & Regulatory (E&R) activities.
  • Identifying and implementing best environmental, socioeconomic, and health practices.
  • Incorporating lessons learned into Environmental Business Planning processes.
  • Obtain required project permits, licenses, and approvals in a timely manner and track/steward compliance status.
  • Interface with project design and execution teams to integrate environmental, socioeconomic, and health standards into project designs and plans.
  • Provide input to SHE&S-related Coordination Procedures for EPC Contractor ITT packages regarding environmental, socioeconomic, and health matters.
  • Provide input to cost and schedule estimates related to regulatory approvals/compliance and development of ESHIA, EMP, Health Plan, and other deliverables.
  • Recommend and oversee implementation of appropriate measures to avoid or mitigate environmental, socioeconomic, and health issues/impacts.
  • Work with EPC contractors to develop and implement acceptable E&R plans (e.g., Environmental Management Plans, Waste Management Plans, Spill Response Plans, Socioeconomic Action Plans, Health Plans).
  • Review EPC contractor E&R plans and deliverables for comprehensiveness and compliance with contractual requirements.
  • Provide guidance to PT and EPC contractors on regulatory compliance and E&R performance based on applicable host-country regulations, project obligations, and loan agreements.
  • Develop and implement effective EMP monitoring procedures for environmental, socioeconomic, and health matters.
  • Coordinate EMP implementation and E&R performance monitoring with Site Construction Managers and Supervisors.
  • Assist PT and EPC contractors in EMP implementation and E&R performance.
  • Conduct routine inspections and assessments of EPC contractor worksites for environmental, socioeconomic, and health compliance.
  • Investigate, record, and report compliance initiatives and non-compliance situations.
  • Ensure proper and timely completion of EMP implementation/E&R monitoring and reporting forms and documents.
  • Prepare internal and external E&R and regulatory compliance stewardship reports to satisfy government or lender requirements.
  • Coordinate activities of technical experts hired for specific E&R tasks.
  • Assist PT in special tasks, studies, and reports related to E&R topics and regulatory compliance.
  • Oversee communication between field locations and the Project SHE Manager on environmental, socioeconomic, and health matters.
  • Coordinate and participate in training/awareness sessions related to E&R performance and EMP implementation.
