The Lead Consent Manager is required to supplement our major wind farm project team in the UK. This role will be a critical delivery role working with the wider team throughout the DCO determination phase, and towards and during post-consent discharge. This role will work closely with the Strategic Consent Lead and is expected to focus on working through key EIA and HRA topics and delivering into the wider project programme. Candidates with experience regarding DCO determination, DCO post-consent discharge, linear development projects and/or renewable energy projects are preferred.
Key responsibilities
• Responsible for managing a range of onshore and offshore key issues of the DCO application through the determination phase
• Prepare post-consent discharge to deliver into the wider project programme
• Responsible for delivery of post-consent discharge, onshore and offshore
• Embed consent compliance into the wider project
• Managing the deliverables of the consultants in the responsible areas
• Responsible for stakeholder engagement in relevant EIA and post-consent discharge topics
• Ensure strong cooperation within the wider project for all packages in relation to consenting risk and deliverables including legal, stakeholder and engineering teams
• Ensure strong cooperation within the project in relation to risk and deliverables
• Work closely with the Strategic Consent Lead and Lead Consent Managers to ensure continuity of approach and management of interfaces between EIA topics
• Close coordination with the Offshore Lead, Onshore Leads and Advisors, Land Manager and Commercial Development Manager
• Responsible for identifying and communicating consenting and wider project risks as they become known to the Strategic Consent Lead and Workstream Consenting Manager and Deputy, to de-risk for the project
• Support upcoming Ground Investigation Survey works from a Consenting point of view, incl. risk management and advice to the Engineering workstream
Key tasks
• In conjunction with others, deliver buildable consent of the offshore and onshore elements of the project on time and to budget according to the programme
• Deliver post-consent discharge as and when required from the wider project
• Work towards and advise with respect to consent compliance
• Manage consenting risk including clear and proactive communication of risk to the Strategic Consents Manager and Workstream Consenting Manager and Deputy and wider project team to prevent consenting issues in the project and flag potential risks, whilst actively working towards minimising them
• Lead external stakeholder engagement in relevant EIA and post-consent topic areas. Manage and perform stakeholder engagement with key stakeholders on relevant project issues
• Engage at all relevant internal interfaces to optimise the project
• Provide expert advice on consent and environmental project issues to maximise competitiveness to the project packages
• Support Land Manager to secure access to survey works and landowner liaison, and support delivery of heads of terms and option agreements
• Plan and manage budget associated with the DCO and post-consent discharge process
• Manage procurement processes associated with the DCO and post-consent discharge
