Job Description

The HSE Manager is responsible for coordinating and advising the Company on all aspects of health, safety & environment matters and will lead and drive forward the development of a positive HSE culture across the business. Each HSE Manager has a specific Geographical ownership but must be flexible where directed to support outside of this.

Core Responsibilities & Deliverables
  • Developing, establishing, building, managing and monitoring HSE standards, policies, processes, procedures, communications, training and systems
  • Being an influential manager and mentor by building and fostering understanding of HSE standards, processes, procedures and best practices
  • Ensuring the Company meets its statutory obligations in all areas pertaining to HSE and welfare at work, including statutory training, reporting and record keeping
  • Ensuring that HSE policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated
  • Ensuring the completion of and regular review of risk assessments for all work equipment and operations
  • Ensuring that all near-misses, accidents and incidents are documented, investigated (Root Cause) and reported as required and that recommended improvements are implemented
  • Ensuring that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are effectively managed, and that line management and employees are aware of their responsibilities
  • Driving a culture which ensures that stakeholders of all levels understand and undertake their individual HSE responsibilities and drive others to complete assigned tasks for which they are accountable for.
  • Establishing, completing and driving a programme of formal HSE inspections, audits and checks which incorporates stakeholders at all levels
  • Establishing a programme of HSE training across the Company, including construction sites
  • Devising and managing the agenda for, acting as committee secretary, producing and distributing minutes for HSE Committee meetings and ensuring that all agreed action points are completed within set deadlines
  • Keeping up to date with HSE & welfare at work legislation, regulatory guidelines, industry standards and best practice and communicating relevant changes to management
  • Providing regular reports to the Management Team on HSE activities and participating in monthly leadership meetings
  • Contributing to the development and implementation of HSE Improvement Plans
  • Leading on the implementation of ISO 14001:2015, Environmental Accreditation
  • Driving continuous improvement to achieve year on year improvements on all HSE metrics
  • Maintaining any required Climate Change Agreements metrics and Carbon Reduction Commitment compliance
  • Providing an HSE consultancy services across the business, supporting decision-making through sound, expert advice and practicable solutions
  • Assisting as necessary with the preparation of Risk and COSHH Assessments
  • Assisting in the development of and the preparation and reporting of KPI's that support Company objectives.
  • Remaining flexible and able to react at short notice to any HSE related task as directed through the Chief Delivery Officers desired effort.

Team management responsibilities & key relationships
  • It is not expected that the role will hold line management responsibility, however, the appointed will be expected to manage any HSE consultants that are engaged on the projects or site for which they are responsible.

Experience

  • Excellent written and verbal communication and interpersonal skills, including an ability to communicate internally and externally at all levels
  • Extensive planning and project management skills would be hugely beneficial
  • Exhibiting persistence to influence others and promote a positive HSE culture
  • An ability to lead and motivate, particularly through periods of change
  • Well organised, possessing self-discipline with commitment, drive and empathy with management, employees and other stakeholders
  • Positive influencing: Ability to convince others, gain agreement or acceptance of plans, activities and to move others towards a desired goal or course of action
  • Ability to drive continuous improvement of standards, policies and processes
  • Naturally collaborative with an ability to influence and engage with site operations and administrative teams and 3rd party contractors to ensure collective objectives are met
  • Confident with a proven ability to set and lead the HSE agenda
  • Passionate about continuous improvement
  • Excellent IT skills (Microsoft OFFICE, email etc)
  • NEBOSH General Certificate (or equivalent - minimum), ideally NEBOSH Diploma, or degree qualified
  • Previous experience in a similar HSE role, construction and engineering services, with a proven track record of improving performance
  • Significant experience of ISO45001 and ISO14001. Lead auditor qualification would be hugely advantageous
  • Experience of industry Best Practice such as Behaviour Based Safety (BBS) and other proven HSE practices
