Role Summary

The HSE Officer will be responsible for implementing, monitoring, and enforcing health, safety, and environmental standards across the project site. This role ensures compliance with regulatory requirements, project-specific HSE plans, and international best practices. The officer will work closely with contractors, consultants, and internal teams to promote a strong safety culture, prevent incidents, and support safe execution of all construction activities within a high-rise, mega-project environment.

Key Responsibilities

• Implement and monitor HSE policies, procedures, and site-specific safety plans.
• Conduct regular site inspections, audits, and risk assessments to ensure compliance with safety standards.
• Identify hazards, unsafe conditions, and unsafe practices, and ensure corrective actions are taken.
• Review and verify contractor HSE documentation, including method statements, risk assessments, and emergency plans.
• Lead toolbox talks, safety training sessions, and awareness programs.
• Investigate incidents, prepare reports, and follow up on corrective and preventive measures.
• Maintain accurate HSE records, logs, and documentation.
• Ensure compliance with KSA regulations, project guidelines, and international HSE standards.
• Promote a proactive safety culture across all project stakeholders.

Qualifications & Requirements

• Bachelor's degree, Diploma, or Engineering qualification in Health & Safety or a related field.
• Relevant professional membership or certification is preferred.
• NEBOSH certification is mandatory.
• Minimum 10-12 years of experience in mega projects and high-rise tower developments.
• KSA experience is mandatory.
• Strong understanding of HSE regulations, construction safety practices, and risk management.
• Excellent communication, reporting, and coordination skills.
