Job Description

The purpose of this position is to oversee the Health, Safety & Environmental (HSE) - Site Management team to create and sustain a productive and safe work environment to avoid and minimize human injury, environmental degradation and unsafe working conditions/practices. This is achieved through health, safety and environmental training, programs, and processes with a visible and uncompromised commitment to fostering positive culture and protecting people and the environment. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
This position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. As a result, Fluor is currently recruiting for the following site-based role located in Hoofddorp, Netherlands:

Project Health, Safety and Environmental Director

Principal Job Duties & Responsibilities
  • Manage the overall direction and coordination of the HSE Site Management team function on large, complex projects by identifying and approving HSE site specific project plans, contractor pre-qualifications and their effect on contractual agreements, schedules, activities, and milestones.
  • Perform gap analyses to identify and address program gaps that may occur between Company practices, client requirements, and regulatory/legislative requirements to confirm that the project conforms to Company, client and regulatory/legislative requirements.
  • Conduct onsite risk assessment and mitigation.
  • Confirm the project site adheres to Company/Client and in-country regulatory HSE standards and guidelines using internal auditing processes.
  • Lead a globally diverse team of HSE professionals on projects and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback.
  • Maintain expert knowledge of the Company's HSE standards, programs and goals by learning and applying HSE procedures as established by the Company on a project site or in an office through departmental training, Fluor University® training and the use of knowledge management portals and communities.
  • Analyze situations, identify and forecast pertinent problems, and evaluate realistic options and recommend/implement appropriate course of action.
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, setting priorities to meet critical time deadlines.
  • Prepare, maintain, interpret and communicate records, reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring application of HSE standards and goals through its programs.
  • Supervise the development of approaches and solutions to HSE-related issues including managing investigations of accidents and near-misses, summarization of findings, and recommendation of strategies to prevent recurrences; supervise proposals and the implementation of a course of action approved by the Company and the client.
  • Supervise the collection, protection and data storage related to project incidents that may result in litigation.
  • Establish and maintain relationships with client representatives and project staff through meetings, phone conferences and emails to assist with efficient project delivery
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies.

Basic Job Requirements

  • Relevant work experience including ten (10) to fifteen (15) years of work-related experience. The possession of an accredited four (4) year degree or global equivalent in applicable field of study is desirable.
  • Possession of a Professional Designation (CMIOSH, CSP) is desirable.
  • Experience as HSE Professional in heavy industry such as industrial construction, oil and gas, nuclear or steel plants.
  • Successful completion of large, complex projects with previous supervisory experience of medium to large HSE teams.
  • Ability to communicate effectively with audiences that include, but are not limited to, management, coworkers, clients, vendors, contractors, and visitors, including public speaking in English (both oral and written). Knowledge of Dutch, French or German is a distinct advantage.
  • Demonstrate high level of interpretive, forward thinking and mature judgment and demonstrate high critical thinking/reasoning ability.
  • Ability to work under pressure and manage multiple mega projects while maintaining attention to detail.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Advanced/proficient computer and software skills to include the use of word processing and email as well as the intermediate use of spreadsheets and electronic presentations.
  • Ability to build and foster relationships with internal multi-disciplinary/multi-cultural and external client teams.
  • May need to travel to attend to business related matters.

Working conditions:
  • This is a site-based role, various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and high noise levels.
  • Projects can be located anywhere in Europe, and the ability to work outside and withstand adverse weather conditions is necessary.
