JOB DIMENSIONS
The Upstream Environmental Advisor, working on a 4 x 4 week shift rotation, based in
Afungi/ Pemba, liaises with Lenders and Area 4, reports to the Upstream HSE Manager and
works with the TEPMA1 HSSE and Medical teams, as necessary, to oversee the
implementation of the EIA and ESHIA and EMPs.
The Contract has a value of circa 1.5 Bn USD and was awarded in 2019 to a consortium
composed of Van Oord Offshore (VOO) and TechnipFMC (TFMC). The scope of the
infrastructure to be engineered, procured, fabricated and installed under the contract can be
summarized as; export pipelines (gas, 22in rigid pipelines), Service line (MEG, 8in and 6in
rigid pipelines), rigid jumpers, flexible jumpers, manifolds (and piles), umbilicals, PLETs /
ILTs structures (and foundations), sleepers, mattresses, flying leads and flexible pipe
jumpers.
ACTIVITIES
 Develop, coordinate functional endorsement of, and implement the Project
Regulatory Compliance Plan and Environmental Management Plan.
 Assist the Upstream HSE Manager in supporting project-related Environmental &
Regulatory (E&R) activities, identifying/implementing appropriate/best environmental
practices.
 Provide input to the environmental-related Coordination Procedures for EPCI
Contractor document packages regarding environmental commitments.
 Obtain identified project permits/licenses/approvals; track/steward the project
approvals process & the project's compliance status.
 Interface with project design and execution teams to ensure that the company
environmental requirements/standards are properly integrated into project designs
and implementation plans.
 Recommend appropriate environmental issues/impacts avoidance/mitigation
measures and oversee their implementation.
 Work with EPCI contractor to ensure the development of appropriate and acceptable
Environmental & Regulatory (E&R) plans (e.g., Environmental Management Plans,
Waste Management Plans, Spill Response Plans, etc.) applicable to their scope of
work.
 Review EPCI contractors E&R plans and other deliverables for comprehensiveness
and acceptability regarding environmental matters, as prescribed in the project's
Coordination Procedures and other contractual documents.
 Ensure compliance and alignment of all EPCI monitoring procedures and plans in
terms of Environmental Management requirement for both shallow and deep-water
construction activities.
 Manage and oversee EPCI environmental monitoring data and reports and ensure

effective communication to Project environmental and biodiversity roles to ensure
compliance and timely access to reports and data for Lender and local authority
reporting lines.
 Coordinate EMP implementation/E&R performance monitoring activities regarding
environmental matters on site.
 Ensure regular presence on site to supervise activities.
CONTEXT AND ENVIRONMENT
 US $20 Billion investment, 17,000-acre LNG facility site that includes private airstrip,
marine facilities, and 18 subsea wells - 5-year construction period, delivered utilizing
a staff of 1500+ employees and contractors based in Houston, Milan, Paris,
Singapore and Mozambique
 12.88 MTPA from 2 Initial Trains - 25-year production period
 Mozambique LNG is a subsea (1,400m) to shore dry gas field development located
in the norther part of Mozambique The subsea field will be developed via 18 subsea
wells, 7-production manifolds, 1-MEG manifold, 3 x 22in trunk lines, a 6in and 8in
MEG lines, 18 x 10in in-field flowlines, 2 x 4in in-field MEG lines, associated ILTs and
PLETs for all pipelines and flowlines, 25 control modules, 4 onshore umbilicals, 2
main tie-back umbilicals, 5 in-field umbilicals, 12 UTA assemblies, 189 electro
hydraulic flying leads, 48 x 10" flexible jumpers, rigid jumpers and spools.
ACCOUNTABILITIES
 Ensuring Upstream compliance with Mozambique regulations, Project obligations
and commitments.
 Alignment with Area 4 on commitments within shared facilities.
 Compliance with environmental and socioeconomic commitments made to Lenders.
QUALIFICATIONS/EXPERIENCE REQUIRED
 University degree in Natural or Environmental Sciences, Natural Resource
Management, Environmental Engineering, or some other technical field related to
E&R management.
 Minimum 10 years' experience within the environmental field preferably related to a
construction or extractive, particularly O&G industry project.
 Experience in IFC Project funding requirements.
 Knowledge of Mozambique regulations is desirable.
 Fluency in the English language and capable to represent the project in front of all
stakeholders in a professional and organized manner.
 Familiarity with Portuguese is desirable.
 Strong interpersonal skills with capability to train, coach, support and successfully
influence at various levels (including contractors).
 Ability to develop effective working relationships with contractors and contractor
personnel and progress collaborative problem solving.
 Current BOSIET and OGUK Medical certification.
