As the world's largest Acrylonitrile manufacturing plant, Green Lake's primary focus is Acrylonitrile production. Acrylonitrile is used in the production of acrylic fibers, plastics, and nitrile rubber. Acetonitrile and Hydrogen Cyanide are co-products of the Acrylonitrile production process. Acetonitrile is purified through a proprietary process to produce a very high quality material with little waste generated. The site also supports operations at the Port of Point Comfort deep water marine terminal.
The Environmental Engineer position is responsible for regulatory compliance at the Green Lake facility. It defines, maintains and audits programs for environmental sampling, analytical, reporting and associated record keeping for compliance with the Green Lake (and associated facilities) EPA and TCEQ environmental permits. Responsibilities include insuring permit applications and modifications as well as all environmental reporting are completed in a timely manner. Position involves considerable contact with the Green Lake Operations, Laboratory, Maintenance, Safety, and Management personnel. Position also establishes liaison with State and Federal environmental regulatory agencies as well as intra-company environmental technical groups.

Responsibilities and Accountabilities

- Adheres to and complies with INEOS Global Life Saving Rules
- Develops, implements and maintains the environmental sampling, analytical, and reporting system for compliance with the following Green Lake (and associated facilities) EPA and TCEQ environmental permits and provides instruction to Operations, Maintenance and Laboratory groups to implement these systems.
- Responsible for water, wastewater, waste management, and UST programs as well as Underground Injection Control (UIC) compliance programs.
- Oversight of compliance w/facility permits including, but not limited to Texas Commission on Environmental Quality (TCEQ): TCEQ water permits, TCEQ wastewater permit, RCRA permit, UIC permits, and USEPA authorizations:
- Prepares permit applications and/or amends existing permits to allow for improvements at the Green Lake Plant and Port, or as regulations require.
- Serves as liaison between the site and regulatory agencies.
- Conducts audits and provides other environmental surveillance as necessary to insure facilities are in compliance with applicable environmental laws, regulations, and permits.
- Responsible for review and interpretation of new environmental regulatory changes and developing programs for plant and port implementation. Advises the site of the impact regulatory requirements have on production and/or process modifications; as well as, the impact that process modifications will have on compliance and compliance methods.
- Keeps abreast of Environmental developments by establishing contacts through the Texas Chemical Council committees and by attending technical meetings and seminars. Works closely with corporate SHE for federal and Texas regulatory support. Provides comments on proposed environmental rulemaking.
- Provides pre-commissioning and start-up assistance to Operations for capital projects, as needed.
- Provides review of Operations, Maintenance, and Laboratory Standard Operating Procedures for environmental compliance.
- Provides environmental engineering support to Operations and Maintenance for environmental control equipment and systems.
- Coordinates training of plant personnel in environmental areas in close cooperation with the Site Trainer.
- Participates in Community activities including plant tours, Earth Day presentations, science kits for school groups and speaking before other interested community groups and professional organizations, as needed.
- Networks with other Ineos sites to share best practices, enhance network operation, and determine ways to implement value added ideas.
- Anticipates problems involving compliance and develops innovative approaches to address those issues.
- Investigates permit excursions and files necessary reports with the applicable agency. Determines root cause and recommend corrective action.
- Serve weekend call duty for SHE.

- Participate in audits and interviews, including 20 Principals, OSHA, TCEQ, ISO 9002, etc.
- Reports all incidents and completes incident report in Gensuites.
Skills & Knowledge Required
- Knowledge of chemical reactions and distillation process design to effectively demonstrate routine emissions for permit applications and upset conditions.
- Excellent knowledge of chemical engineering math needed to calculate mass balances, partial vapor pressures, and combustion reactions for various routine reports and demonstrations.
- Proficient use of computer applications and databases allowing position to implement environmental programs and to use sophisticated modeling programs to predict emissions and releases.
- Strong written and oral communication skills needed to interact effectively with regulatory agencies, community and plant representatives.
- Strong interpersonal skills needed for teambuilding and networking in order to influence others.
Experience/education Required
- Minimum of three to five years of experience managing water, wastewater, and hazardous waste program in petrochemical or refinery facility.
- B.S. degree in Chemical, Environmental or other related engineering field.
- Ability to climb fixed ladder cages at heights of 30 ft. at a time. Total of 200 ft. (employee may need ladders as means of egress during emergency).
- Ability to climb 6 flights of stairs.
- Ability to lift 50 lb.
- Ability to wear required PPE: Hardhat, safety glasses, chemical goggles, face shield, rigid safety shoes/boots, full/half face cartridge masks.
- Ability to work length of time outdoors/ inclement weather.
- Job specific: Climbing, balance, bend/stoop, kneeling, reaching, lifting, carrying.
- Need to understand proper lifting techniques and body mechanics.
