Responsable de Projet SMR -Turbines à Vapeur et Générateurs

Le SMR (Small Modular Reactor - Réacteur Modulaire de Petite Taille) constitue un segment d'activité nouveau et innovant dans l'industrie nucléaire, basé sur une gamme de 100 MWe / 500 MWe. La technologie SMR vise à réduire l'effort financier initial pour les investisseurs, à faciliter l'adaptation des capacités de construction grâce à une approche modulaire, et à offrir davantage de possibilités dans le choix des implantations. Elle vise également à renforcer les niveaux de sûreté et de sécurité des installations par rapport aux installations existantes. Un recours accru à la préfabrication en usine est également prévu dans ce type de projet, de manière à réduire les délais sur site pour activités de préparation et de construction, limitant ainsi l'exposition aux surcoûts financiers.

Responsabilités :

Avec un focus spécifique sur les turbines à vapeur et les générateurs, ce rôle de Responsable de Projet a la charge de :

Atteindre les objectifs Sécurité, Qualité, Délais, Coûts (SQDC) notamment :

• Garantir la conformité totale avec les lois et réglementations locales, y compris dans le domaine EHS,
• Garantir la conformité avec les directives/procédures internes et la stratégie commerciale du projet,
• Être responsable du résultat financier (profits/pertes) sur le périmètre attribué, tout en respectant les délais contractuels et le budget, en améliorant le cash-flow libre et en assurant un niveau de qualité exemplaire,
• Assurer la satisfaction du client,
• Maintenir une allocation suffisante des ressources au projet en coordination avec le Directeur de Projet et les responsables fonctionnels,
• Gérer les risques et opportunités sur le périmètre attribué.

Manager et diriger une équipe dédiée pour atteindre les objectifs SQDC:

• Mettre en place et maintenir les rythmes opérationnels,
• Assurer la coordination avec les leaders fonctionnels (Ingénierie, Achats, Fabrication, Construction et Gestion de Projet),
• Favoriser le travail d'équipe pour résoudre les problèmes liés aux retards, aux écarts qualité et aux dérives de coûts.

Maintenir et développer la relation avec les sous-traitants et fournisseurs impliqués, et assurer une communication transparente et une coordination efficace sur l'ensemble de la chaîne pour le périmètre attribué.

Participer au planning global et à la gestion globale du projet, notamment :

• Contribuer à la définition et aux revues de la stratégie d'exécution du projet,
• Contribuer à l'identification des outils et améliorations de processus pour renforcer l'efficacité d'exécution,
• Préparer les éléments nécessaires aux revues de projet dans les limites du périmètre attribué,
• Fournir des retours constructifs et positifs aux membres de l'équipe projet,
• Assurer le partage des leçons apprises et du retour d'expérience pour contribuer à l'amélioration continue.

En complément du rôle de Responsable de Projet, assurer la fonction de responsable achats & logistique pour son périmètre, notamment :

• Définir la stratégie achats pour son périmètre,
• Définir le plan d'achats détaillé : panel cible, type d'achat (BtS/BtP/CGI), niveau de surveillance, etc. - L'EPP, le concept achats et les modèles de PO seront définis par le Responsable de Projet pour intégrer ces éléments,
• Définir les conditions d'achat appropriées conjointement avec le Responsable contrat,
• Définir le planning d'achat complet en cohérence avec le planning global,
• Garantir l'exhaustivité des qualifications fournisseurs/produits,
• Superviser l'émission des demandes d'achats jusqu'à la passation des commandes,
• S'assurer que les dossiers techniques sont fournis à l'équipe achats en temps voulu et avec une qualité suffisante,
• Participer aux négociations complexes avec les fournisseurs, y compris en cas de réclamations,
• Organiser les comités de sélection des fournisseurs,
• Garantir une allocation suffisante de ressources pour le suivi et l'expediting fournisseurs, et surveiller la performance d'exécution des fournisseurs avec l'équipe de suivi des commandes,
• Consacrer du temps au suivi des fournisseurs critiques, à la résolution de problèmes et à l'expediting.

Expérience :

• Diplôme universitaire en ingénierie, économie ou administration des affaires,
• 10+ années d'expérience dans l'industrie de l'énergie, avec au moins 5 ans dans l'une des disciplines suivantes : appels d'offres, ingénierie, achats, construction & mise en service ou gestion de projets d'infrastructures complexes,
• Solide expérience dans les projets de construction neuve dans l'énergie, idéalement dans le design & la fabrication d'équipements pour l'îlot conventionnel,
• Une expérience dans les achats et la fabrication de turbines et générateurs serait un atout majeur,
• Expérience avérée en pilotage d'équipes vers l'excellence en gestion de projet.

Connaissances :

• Connaissances approfondies des fondamentaux de la gestion de projet (gestion commerciale, planification, contrôle projet, etc.),
• Familiarité avec la gestion de la relation fournisseurs/sous-traitants,
• Capacité à travailler et accompagner des équipes multi-fonctionnelles,
• Connaissances de base en sûreté nucléaire,
• Connaissance approfondie des processus achats,
• Langues : anglais et français.

ENGLISH VERSION

The SMR (Small Modular Reactor) constitutes a new and innovating segment of activity for the new nuclear industry, based on a 100 MWe / 500 MWe range. The SMR technology is intended to reduce the initial financial effort for investors, to facilitate construction scale adaptation through its modular approach, and to allow more possibility in the choice of site locations. It is also intended to increase the safety and security levels of installation compared to existing facilities. A greater level of in-factory pre-fabrication is also intended in this kind of project, so as to reduce the lead time on site for ground works and construction, which will in turn reduce the exposure to further financial efforts.

Responsibilities:

With a specific focus on steam turbines and generators, this Project Manager role is responsible for:

Lead towards achievement of the Safety, Quality, Delivery and Cost (SQDC) including:

• Ensure full conformity with local laws & regulations, including in the domain EHS,
• Ensure full conformity with business directives / procedures and project commercial strategy,
• Be accountable for profits and losses on the allocated scope of works, while delivering within the contractual timeframe and within budget, improving the free cash flow while ensuring the best-in-class level of quality.
• Ensure customer satisfaction,
• Maintain sufficient allocation of resources to the project in coordination with the Project Director and function leaders.
• Manage risks & opportunities on the allocated scope of works.

Manage and lead a dedicated team for the allocated scope of works to successfully achieve SQDC, including:

• Set-up and maintain operating rhythms,
• Ensure coordination with functions leadership (Engineering, Procurement, fabrication Construction and Project Management)
• Drive teamwork for problem solving for any delays, quality concerns and cost slippage,

Maintain and develop relationship with subcontractors and suppliers involved and ensure transparent communication and efficient coordination across the complete chain on the allocated scope of works

Take part in the overall time scheduling and the overall management of the project by:

• Contributing to project execution strategy definition and reviews
• Contributing to identification of tools and processes improvements to foster project execution efficiency,
• Preparing the supporting elements for the project reviews within the limit of the allocated scope
• Providing constructive & positive feedback to individual project contributors
• Reporting lessons learned and experienced feedback to participate the overall continuous improvement process.

In addition to its project manager role, the Project Manager will also act has procurement & logistic leader for his/her scope of works, including:

• Establish the procurement strategy for its scope of works,
• Define the details of the procurement plan with target panel, the type of purchase (BtS/BtP/CGI), the surveillance level, etc. - EPP, Procurement concept and PO templates will be defined by the PM to capture these details,
• Define the appropriate purchasing T&Cs for its scope of works jointly with the contract manager,
• Defining the complete purchasing time schedule, consistently with the overall time schedule,
• Ensure exhaustiveness of the suppliers / product qualifications,
• Supervise issuance of purchase requests until purchase order placement,
• Ensure technical files are made available to the procurement team, in-time and with sufficient quality,
• Invest time in the complex negotiations with suppliers, including for claims,
• Organize suppliers' selection committees,
• Ensure allocation of sufficient resources for supplier's follow-up and expediting and monitor suppliers' execution performance jointly with the order follow-up team.
• Invest time in the supplier's follow-up, problem-solving and expediting with critical suppliers.

Experience:

• University degree in Engineering, economy or business administration
• 10 years + experience in Knowledge in energy industry with at least 5 months in one the following disciplines: tendering, engineering, procurement, construction & commissioning or project management on complex infrastructure projects.
• Extensive experience in energy new build industry, preferably in manufacturing design & manufacturing industry of conventional island products,
• Experience in Turbine & Generator procurement & manufacturing industry would be a great plus
• Proven experience in leading teams to achieve Project Management excellence

Knowledge :

• Extensive knowledge of project management fundamentals (commercial management, planning, project control, etc.),
• Familiar with suppliers/subcontractors' relationship management
• Able to lead cross-functional teams,
• Basic knowledge in nuclear safety fundamentals
• Extensive knowledge of procurement processes
• Language: English and French
