Job overview

This is an exciting opportunity to be a Senior Project Manager for the Viral Hepatitis Elimination Programme in South East London (SEL) and Kent. We are looking for someone who is highly organised, a critical thinker and problem solver and has strong relationship building skills.

This is an exciting opportunity to help shape regional approaches to early diagnosis and treatment, work closely with diverse stakeholders in healthcare and beyond and make a meaningful impact on population health and reducing health inequalities.

Please note: This role will require ~ 1-2 days/week in Kent at respective spoke sites/outreach organisations. Interviews planned to take place w/c 12th January 2026.

Main duties of the job

Overall, the post holder will:
  • Organise, plan and execute a complex portfolio of projects as part of the overall programme of work in SEL and Kent.
  • Build, manage and maintain strong and collaborative working relationships with a range of stakeholders . Including:
  • ODN team
  • Operational and Clinical leads at Provider Trusts/Spoke sites
  • Outreach nursing and testing teams
  • Voluntary and third sector organisations (in particular the Hepatitis C Trust and Drug & Alcohol services)
  • National and Specialised Commissioning teams and Integrated Care Boards (ICBs)
  • Primary care

  • Provide high-quality project management including utilising of Prince2 methodologies, robust risk and issues management and action tracking to ensure that projects are delivered on time and to budget.
  • Provide regular and adhoc reporting on projects and programme to Programme Manager and as part of ODN governance framework, using data to demonstrate progress and impact of work.
  • Act as a senior member of the ODN team, role-modelling our values, helping to create a shared understanding of the vision and supporting members of the team to develop, feel engaged in their work and understand how their efforts contribute to wider success.

Detailed job description and main responsibilities

Project Management
  • Provide high-quality project management including utilising of Prince2 methodologies, robust risk and issues management and action tracking to ensure that projects are delivered on time and to budget.
  • Manage and lead all aspects of discrete projects and work areas including planning, design, execution and evaluation.
  • Develop project plans and briefs, setting out terms of reference, governance structures, objectives, benefits, deliverables, timelines and methodology.
  • Take responsibility for the delivery of high-quality progress reports, informed by robust monitoring of milestones and detailed KPI analysis.
  • Lead project and Network meetings, shaping the agenda and direction of the project.
  • Engage and manage others to ensure delivery to agreed project plan and associated budget (project team and other stakeholders).
  • Participate in relevant internal and external working groups/projects, services and initiatives to provide information and analytical advice and expertise.
  • Delegated financial responsibility for relevant parts of the ODN financial envelope, ensuring spend is matched to income and taking restorative action where required.
  • Develop (and implement) short, medium and long-term business cases

Problem solving and analysis
  • Utilise structured problem-solving techniques to develop pragmatic solutions.
  • Engage stakeholders beyond the team in developing project proposals and associated plans.
  • Make contingency plans and respond flexibly to changing work priorities and deadlines.
  • Collate, analyse and present complex data to stakeholders, assessing trends and proposing meaningful conclusions.

Stakeholder Engagement
  • Engage key senior stakeholders across the region in the purpose and objectives of the networks.
  • Build and manage collaborative working partnerships and resolve any potential conflicts between the project objectives and stakeholder needs.
  • Set clear tasks and objectives for others and use influencing skills to encourage stakeholders to deliver outcomes.
  • Set up and run group activities to engage project stakeholders across South East London and Kent.
  • Develop comms and engagement plans for projects and the networks.

People Management and Performance
  • Lead, coach and manage the performance of the team in line with good people management practices. Ensuring excellence is recognised and underperformance is addressed.
  • Manage team absences including sickness in line with Trust policy ensuring the appropriate return to work meetings occur, e-roster is updated and productivity is at keep to the highest possible level.
  • Identify and fill any vacancies that arise within the team in line with the Trust's recruitment policy and process.
  • Identify talent and support the internal talent management process in order attract and retain and succession plan for your people.
  • Review skills mix at regular intervals in order to identify any potential opportunities to maximise resource utilisation / allocation, ensuring job descriptions are kept up to date.
  • Ensure overall wellbeing of the team is maintained. Continuously support in improving the morale of the team and implementing a culture of zero-tolerance for bullying and harassment.

Person specification

Knowledge and Experience

Essential criteria
  • Experience successfully managing and coordinating projects in complex and challenging environments - on time and to budget- including risk management
  • Experience of monitoring budgets and taking restorative action where required
  • Demonstrated experience in a Healthcare environment NHS Band 7 or above
  • Experience successfully operating in a politically sensitive environment

Desirable criteria
  • Demonstrated experience of contributing to successful business cases and subsequent implementation of funding

Education and Qualifications

Essential criteria
  • Educated to Masters level/equivalent experience working at a senior level
  • Qualification in Project Management/equivalent experience
  • Evidence of continued professional development

Skills

Essential criteria
  • Strong influencing and negotiation skills
  • Numerate, with excellent analytical skills including ability to analyse and present complex and potentially conflicting quantitative and qualitative data
