Are you an experienced Project Manager who enjoys delivering complex, high profile property projects and working with a wide range of stakeholders to get results? This is a great opportunity to play a key role in shaping and maintaining Lincolnshire County Council's property estate, as part of a highly effective Capital Delivery team.
Why this role
As Project Manager, you will take responsibility for the management and delivery of a series of property projects or minor programmes across our extensive estate. The work you lead will drive cross-functional service improvement and transformation across Lincolnshire County Council and partner organisations, enhancing the council's reputation at local, regional and national levels.
You will be joining a permanent, established project delivery team with a strong track record of delivering highly complex, high profile projects and programmes. You will find the team warm and enthusiastic, all engaged in delivering real change for services and communities across Lincolnshire.
About the team and how we work
You will sit within Corporate Property's Capital Projects and Professional Services function, working closely with the Capital Projects Manager and professional services colleagues, such as Technical Delivery Managers and Building Surveyors, as well as internal and external contractors.
The role has a strong focus on stakeholder relationships. You will work with senior leaders, providers, partners, contractors, government bodies and the public, ensuring that interests and concerns are understood, addressed and clearly communicated throughout the life of each project.

The role also involves working on contentious and politically sensitive projects where there may be reputational risk to the authority, requiring tact, sensitivity, discretion and an awareness of the wider political context.

What you will be doing
You will:
- Lead on a range of complex and high profile property projects using formal project management principles, including the RIBA Plan of Work
- Provide day to day leadership for allocated projects, ensuring delivery within budget, on time and to agreed quality standards
- Prepare, present and manage core project documentation, including mandates, briefs, Project Initiation Documents (PIDs), plans, highlight reports, risk and issue logs, budget trackers and change control records
- Ensure robust project control and governance is in place throughout the project life cycle, including regular reviews against programme plans, deadlines and defined outputs
- Liaise regularly with the Capital Projects Manager on risk, issues, budget and stakeholder engagement
- Direct and motivate project teams, promoting collaborative working and best practice in project delivery
- Manage conflicting interdependencies and issues, taking a proactive and solution focussed approach and escalating where appropriate
- Manage project budgets, monitoring expenditure, forecasting costs and maintaining strong financial control
- Use formal change control processes and appropriate contract mechanisms, for example NEC or JCT
- Maintain accurate project information and reporting to Programme and Project Boards
- Act as client lead with professional services colleagues and represent the Capital Projects Manager in delegated workstreams, tasks and meetings
- Contribute to developing team processes and continuous improvement, helping to drive more efficient and effective project delivery

About you
You will bring:
- A proven track record of successfully delivering projects and / or programmes
- Strong project management skills, including risk, issue, change and budget management
- The ability to plan, schedule and monitor project progress, often with conflicting priorities and pressured timescales
- Excellent communication and stakeholder management skills, with the ability to develop positive working relationships across service areas and with external partners
- The ability to assess technical information and translate it into plain English for a range of stakeholders, and to challenge and seek clarification from technical experts where needed
- An awareness of commercial principles in contract management, and a working knowledge of JCT and NEC contract types
- A creative and innovative, solution focussed approach to problem solving
