Clyde 2070 presents a rare and exciting opportunity to design and develop an existing site / base with needs to sustain operations for generations to come, moving beyond piecemeal investment to architecting a capability that is fit for purpose, efficient, resilient, safe, secure and improves the working lives of those afloat and ashore. To make the most of this opportunity Clyde 2070 must plan and deliver transformation from the outset and manage the consequent impact on all aspects of life and work at the site / base.

This must start by developing a vision for its future state, covering how the site / base will best operate in the future, how people will live, work and train, and how the wider ecosystem will function. Clyde 2070 must engage a broad stakeholder community to determine this vision and capture the associated user and system requirements for every change to the maritime support capability delivered by the site / base. These requirements will include the infrastructure, but must also address the tools, information, processes, training, logistics, transport, supply chain and other enablers for the future operating model.

Contractor Enablement

As part of the Clyde 2070 mission, it is envisaged that there will be a significant amount of complex, concurrent transport, logistics, welfare and accommodation activities, both of a temporary and permanent capacity. Consequently, it is proposed that Clyde 2070 establishes a Transport & Logistics and Welfare & Accommodation delivery programmes to support enterprise master planning strategic decisions and ensure a consistent and integrated approach.

Your Role

Reporting to the Senior Project Manager, the Project Manager (PM) will be responsible for delivery of the 'Client's Scope' and the 2070 specific scope requirements under 'TAF 1' - NEC4 Outline Scope Document Contractors Enablement (Transport & Logistics / Welfare & Accommodation). The PM's main responsibilities throughout the 2070 works shall include (but not be limited to):
  • Baselining and management of the scope (e.g. requirements, assumptions, constraints)
  • Attendance at regular meetings (early warning, weekly / monthly progress meetings)
  • Managing scope / focus area, holding self to account throughout delivery
  • Working with others to drive effective performance in all areas
  • Stakeholder Management and Engagement to extract and interrogate relevant info / data
  • Overseeing effective cost control, programme updates and project change
  • Upkeep of any risks, issues, threats and opportunities
  • Effective use of CEMAR to formalise communications between all parties
  • Project reporting to the agreed format and deadlines
  • Upkeep and maintenance of actions, project execution and quality
The PM will collaborate with the other PMs in the team to capture the holistic (One Clyde) view of both Faslane and Coulport sites with respect to Transport & Logistics (T&L) and Welfare & Accommodation (W&A) programmes. They will manage the sub-contract / specialist logistics consultant to ensure they meet their scope commitments, ultimately delivering to time, cost and quality requirements in accordance with the relevant standards.

Key Responsibilities
  • Oversee the successful delivery of project scope, target cost, quality, programme and completion encompassing engineering, handover and commercial aspects ensuring Perfect Delivery is achieved.
  • Manage risks and ensure cost saving opportunities are identified and actioned.
  • Ensure that scope specific requirements are clearly communicated and understood throughout the project escalating issues as appropriate.
  • Provide direction, motivation and leadership to both the integrated team and supply chain partners engaged in providing technical support activities to the project.
  • Responsible for all safety, health, environment and quality matters including driving excellence and championing continuous improvement.
  • Advise the project team on progress of planned activities, present scheduling recommendations and project delivery status updates to SPM and key stakeholders.
  • Review financial spread sheets, review and challenge project budgets and forecast accurately to ensure a consistent, challenging but deliverable approach is adopted.
  • Develop a sound understanding of processes and technology associated with assigned scope.
  • Develop and manage key customer relationships through regular reviews and effective communication.
  • Monitor and control mechanisms, policies and procedures to ensure compliance and adherence to statutory and legal requirements and manage the projects risks and opportunities in line with company procedures.
  • Be accountable for, and deliver, high levels of performance in key areas of health and safety, environment, sustainability and quality and champion continuous improvement and best value, ensuring compliance with the quality systems.
  • Manage costs within the contracts, ensuring maximum utilisation of resources.
  • Coach and motivate the project team and lead by example.Ensure inadequate team performance is recognised and handled appropriately.
  • Continually review suppliers performance and report information timely and effectively.
  • Ensure that project costs are rigorously managed and expenditure is recorded accurately at all times.
  • Ensure efficient management of Project resources; employees, suppliers and subcontractors.
  • Contribute to the development of new project staff.

Essentials
  • Degree Qualified
  • SC Clearance
  • CSCS Card or similar
  • Experience with P6 / Primavera
  • Experience with CEMAR and management of NEC4 Contracts
Qualities

Skilled in reading, interpreting, and developing detailed scope and schedules.

Ability to drive accuracy and clarity in project planning and execution

Ability to produce high quality outputs / deliverables including reporting, presentations and summarising information.

Ability to analyse and articulate data trends, forecasting and interpretation of large quantities of information with experience of working on projects with large volumes of data and information from various sources.

Experience working with OFFICIAL and OFFICIAL-SENSITIVE information, and associated handling requirements.

Diverse and clear communication skills with experience of effective communication with multidisciplinary design teams, client teams, subcontractors, and the wider supply chain.

Ability to handle a variety of situations at one given time, and to do so efficiently.
