An exciting opportunity has arisen to join the Council's Capital Delivery and Planned Works team as an MEP Senior Project Manager with specialised expertise with delivering +£5M MEP projects with London Housing/Local Authorities. Within the Housing, Environment and Communities (HEC), the Capital Delivery & Planned Works function is responsible for delivering a range of capital projects for maintaining the Council's portfolio of assets, as well as those of other clients such as Reside and the Education department. The goal is to maximize return on investment and support strategic objectives, including the Borough Manifesto. In this role, you will manage major, high-value MEP capital works projects related to HEC. You will coordinate a team of internal and external stakeholders and service partners to ensure projects are delivered on time, within budget, and to the highest quality standards. We seek applicants who embody our organisational DRIVE values and are passionate about serving our borough's communities. A successful Senior Project Manager delivering MEP projects across life safety, fire safety, electrical safety, mechanical safety, and related disciplines within the London Borough of Barking and Dagenham must have an in-depth understanding of key UK regulations and legislation. These include the Building Safety Act 2022, incorporating the "golden thread" approach for design documentation; Fire Safety (England) Regulations 2022 and Approved Document B (covering fire detection, means of escape, alarms, firefighting access, and sprinklers amendments effective from 2025); the Construction (Design and Management) Regulations 2015 (CDM 2015) for health and safety coordination; Electricity at Work Regulations 1989, supported by HSE's guidance (e.g., HSG141); Gas Safety (Installation and Use) Regulations 1998 and Building Regulations Part J; Water Fittings Regulations alongside Building Regulations Part G; plus compliance with HSE guidance on maintaining life, mechanical, and electrical safety systems. Knowledge of the Building Regulations parts P, G, J, B, and M is also essential to ensure full compliance across services. In addition, proficiency in relevant British and European standards is crucial. Key standards include BS 7671 (18th Edition) for electrical installations and wiring regulations; BS 5839-1 and BS 5839-6/8/9 (fire detection and alarm systems) and BS EN 54 detection components; BS 9991, BS 9999, and BS 7974 (fire safety design and engineering code of practices); BS 5306, BS EN 12845, BS EN 15004, and BS EN 13501 for fire suppression systems; BS 5720 for HVAC and mechanical ventilation; plumbing standards including BS EN 806 and BS 6700; and the transition from UK national tests (BS 476) to European reaction-to-fire classifications (BS EN 13501) as reflected in recent Approved Document B updates.

Special requirements for this post

As a Senior Project Manager, you will manage a portfolio of high-value MEP capital projects, ensuring delivery within time, cost, and quality standards. You will lead a team of colleagues, service partners, and stakeholders, contributing to the development of an intelligent client approach for Housing, Environment and Communities (HEC). Your role includes scoping project requirements, conducting procurement and cost analysis, and ensuring compliance with council policies and national legislation. You will coordinate the handover of new assets, provide high-level reporting, and integrate sustainability practices into project planning. Additionally, you will establish and monitor KPIs, implement quality control measures, oversee change management processes, and act as an expert advisor in construction project management. Regularly attending and scheduling service partner meetings, you will ensure project performance and delivery align with financial and program management frameworks.

About you

You hold a relevant project management qualification (Eg. PRINCE2, APM or PMP) and construction/MEP related qualification such as CIOB or equivalent. With a degree or equivalent experience in M&E and project management, you possess detailed knowledge of statutory regulations, professional codes of conduct, and public sector regulations. You bring at least 5 years of extensive experience in managing property or other assets in a public sector environment, complemented by continual professional development, such as membership in a professional body. You have a proven track record of successfully acting in a management capacity within the public sector, with a thorough understanding of the various roles in the design and construction arena. Your ability to negotiate and influence successful outcomes with a wide range of organizations, and to commission and monitor the work of consultants, is exceptional. You are adept at operating in a political environment and communicating effectively with officers, members, and residents. Demonstrating an inclusive style, you embrace diversity and have in-depth knowledge of data protection issues, particularly GDPR. As an effective leader, you energize, engage, motivate, and manage staff to deliver against corporate, service, and individual objectives. You are results-driven, defining your role and contribution to achieving improvements and delivering benefits at both local and organizational levels.
