MAIN RESPONSIBILITIES
- Develop the Scope of work for the Package, working with the CWCL, Development & Retail Leasing Teams
- Discharge responsibilities for Health and Safety as set out in the Canary Wharf Group Health Safety and Welfare manual also the Canary Wharf Group Construction Health and Safety Plan both in respect of the package and integration of the overall project.
- Ensure the contractors activities are planned, managed and monitored to comply with the building regulations. Facilitate effective co-ordination between parties. Ensure the contractor is maintaining and managing the Golden Thread of Information with accurate documentation to demonstrate compliance to the building regulations.
- Ensure the Design Consultants prepare the necessary elements of the Tender Documents. Assemble the Tender Documents for issue.
- Develop a list of tenderers for review and approval of management in accordance with the company procedures.
- Manage the tender process. Issue necessary updates of the tender documents, respond to tender queries and conduct mid-tender meetings. Maintain a complete written record of all communications throughout the tender period.
- Evaluate tender returns and assist in the preparation of the recommendation of award.
- Assist the Commercial Team in the preparation of the Contract Documents.
- On the closure of the award process, advise all the unsuccessful tenderers of the status. Also archive the processed tender documents
- Act as a single point of contact between the tenant, tenant's project team and various stakeholders across the business
- Promptly respond to all tenant and contractor queries, requests for information (RFIs) or clarification and follow up on meetings.
- Conduct the pre-start kick off meeting with the appointed contractor and advise the contractor on the standard procedures to be followed in terms of Logistics, Health & Safety, Environmental Issues, Document Control, Quality etc.
- Ensure all parties understand the Health and Safety, and Sustainability requirements of the works.
- Ensure the other members of the project team both directly and indirectly involved with the specific package are informed as relevant on the activities of the contractor.
- Ensure the contractor submits all programmes, technical documents, samples and drawings in accordance with the requirements of the programme and that these submittals are promptly reviewed by all relevant parties.
- Ensure all contractor's submittals are distributed and reviewed by the relevant parties, including CWCL, Consultants, regulatory authorities etc.
- Ensure the Design Consultants respond as required to Requests for Information in accordance with the procedures.
- Ensure that the contractor's work is supervised and inspected for quality and completion, both by the contractor's staff and by CWCL representatives (in agreement with the Senior Project Manager). Ensure the relevant consultants participate as necessary in the inspection and verification of the quality of work
- Ensure the contractor submits all records and certificates as required in the contract and quality documents, in accordance with the programme.
- Ensure the handover of completed work in accordance with the construction programme and maintain records of the same. Provide such records to other team members as required.
- Assist the Cost Manager / Senior Project Manager in the regular valuation of work.
- Ensure the contractor provides the necessary information for the O&M Manuals, As Build Drawings and Health & Safety file completed by the Planning Supervisor.
- Ensure all relevant records are sent for archiving.
- Prepare a final report on the works, including a commentary on the performance of the contractor, lessons learned etc.
- Contribute to the development and implementation of project management processes, standards and procedures including updating the tenant handbooks and design guidelines.
- Carry out any other reasonable duties as assigned by Senior Management.
- Assume the duties of the Senior Retail Project Manager during periods of his/her absence or when directed by Senior Management.
PERSON SPECIFICATION
- A relevant Degree (or an equivalent level of qualification), for example in Construction / Project Management is desirable.
- It is essential that the incumbent hold a technical qualification equivalent to C&G HNC & ONC Building studies as a minimum.
- It is essential that the incumbent has experience of managing fitouts and construction works.
- First-hand experience with fast-track design and construction programmes is essential.
- It is essential that the incumbent has proven quality construction experience gained from a combination of contracting, construction management and/or the commercial development sector.
- It is essential that the incumbent be self-motivated, tenacious, and able to work well as part of the project team.
- It is essential that the incumbent possess excellent verbal and written communication skills, especially when dealing with Contractors, Design Consultants, Statutory Authorities, and Technical Support Staff.
- Attention to detail and an ability to make commercially aware decisions is essential.
- It is essential that the incumbent be conscious of and actively promote the adherence of Health & Safety Standards and Procedures. The incumbent must be fully conversant in Health & Safety Issues, as they apply to fast-track high rise construction. The incumbent must be competent in assessing and commenting on the adequacy of Method Statements and Risk Assessments.
- A commitment to continuing professional development is essential.
- It is essential that the incumbent is computer literate with experience of document management systems. Experience of using Asite is desirable.
