Best Start Family Hubs, Devon County Council

We are excited to be strengthening our Best Start Family Hubs programme in Devon, creating two new roles that will help us deliver meaningful, lasting change for children and families. We are currently advertising for a Programme and Project Officer (REQ009285) and a Transformation Programme and Project Manager (REQ009287). This is an important moment in our journey. We are developing an integrated, responsive and trauma-informed offer that brings services together around what families say they need, when they need it, and in a way that builds on community strengths.

The Best Start Family Hubs programme is central to our ambition for children to have the healthiest, safest and most secure start in life. We are investing in high quality, accessible support that joins up early help, public health nursing, children's services, education, maternity, mental health, and the voluntary and community sector. These roles will be part of a dynamic, values-led team committed to co-production, community voice and continuous learning.

Project Manager - Best Start Family Hubs

As Project Manager, you will play a key leadership role in coordinating delivery across multiple partners and workstreams. You will bring clarity, organisation and encouragement, supporting colleagues to stay focused on outcomes and ensuring we meet our programme milestones. You will help us shape a programme that is both ambitious and realistic, building positive relationships with stakeholders and maintaining a solution-focused approach when navigating complexity. Your ability to hold a strategic overview, whilst still being attentive to the detail, will be central to our success.

What Both Roles Offer

In either role, you will join a supportive and passionate team that is committed to Devon's children and families. You will have the opportunity to contribute to a major transformation programme, helping us build a model of early help and family support that is relational, inclusive and evidence-informed. You will be part of a culture that values reflection, partnership, transparency and kindness in how we work together.

If you care about improving outcomes for children, enjoy working with partners, and feel energised by shaping meaningful change, we would be delighted to hear from you.

For an informal discussion please contact Sharon Brealey sharon.brealey@devon.gov.uk

Interview Date: 13/03/2026
