Job Details

An exciting opportunity has arisen in the Affordable Housing Delivery Team for a Project Manager (FC9) to join our team to lead new build affordable housing projects. The postholder will liaise with developers contracted to deliver housing ensuring timeous delivery of units on budget to the council's specification.

As a progressive employer, we offer the opportunity to work in this role as a "blended working" arrangement with home-working opportunities and occasional office-working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend site locations in Fife as required.

The postholder will be required to:

Lead, manage and have oversight of all areas of affordable housing new build projects, delivering successful project outcomes in all areas, and maintaining high standards of professionalism and commitment to customer care.

Be responsible for ensuring the regulatory obligations and statutory requirements are met through the delivery of the contract works and that standards and targets are met.

Communicate effectively and professionally with everyone associated with each project and the wider community including tenants, owner occupiers, other council services, utilities, and external agencies.

Provide operational, strategic, and contractual direction for the project team.

Set a personal example in health safety and environmental matters through strong and visible leadership.

Maintain high standards in environmental awareness and behaviour.

Drive quality delivery through effective planning and right first-time delivery.

Adopt, maintain, and promote cost-conscious management through efficient use of all resources.

Maintain a good working relationship with the client, supervisory team, and the supply chain.

Maintain personal contact with key clients and stakeholders, and demonstrate high levels of commitment to their requirements.

Ensure realistic programmes are prepared, managed, monitored, reviewed, and updated according to the requirements of the project and contract.

Ensure processes are in place for the preparation, review and briefing of method statements, activity plans and risk assessments and measures implemented to ensure they are reviewed and updated accordingly.

Ensure systems are in place for the successful commercial and financial management of the project, ensuring all project expenditure commitments (orders, contracts, budgets etc) and all valuations, certificates and payment are promptly and properly authorised, controlled and monitored

The Person

Applicants must have proven pre- and post-contract experience, evidencing the ability to manage key activities such as procurement, tendering, contract administration, and project delivery across the full lifecycle.

Strong communication, organisational, and stakeholder-management skills are essential.

Experience within Affordable Housing new build construction environments is highly desirable.

The generic role profile for this post is attached (Project-Manager-G162.01). While a degree-level qualification (or equivalent) is normally expected for this role, we will consider applications from candidates who can demonstrate equivalent skills, knowledge, and experience.

Applicants must possess a full driving licence as the nature of the work requires travel throughout Fife.
