In June 2025, the Cabinet Secretary for Health and Social Care introduced two key frameworks: the Population Health Framework and the Service Renewal Framework (SRF). The SRF sets out an ambitious vision to drive innovation and enable more integrated delivery across Scotland's health and care services. As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) will come together to form a new organisation: Public Services Delivery Scotland in April 2026. The new organisation will play a pivotal role in supporting the renewal and long-term sustainability of health and care services across Scotland. The Post:
NHSScotland Assure provides a complete range of clinical, infection prevention, construction, engineering, environmental and facilities services to a range of stakeholders including Health Boards, Scottish Government and the wider public sector. The Directorate provides specific services and expert advice across its portfolio of activity. Outputs include specialist services commissioning, screening, national contracting and logistics, outbreak response, clinical protocols, technical standards and guidance, compliance reviews.
NHSScotland Assure's core purpose is to deliver and co-ordinate a diverse range of effective expert advice and support services in relation to national infection prevention control, construction, equipping and technical matters which support and improve health and well-being services. Formed in 2021 it encompasses the previous services delivered by Health Facilities Scotland (HFS) and ARHAI Scotland, supplementing these with an integrated approach to improving quality in the healthcare environment and recognised as the Centre of Expertise across all related disciplines.
It plays a key national role in the development and publication of national operational policy, standards, strategy and technical guidance across a diverse range of areas including, Infection Prevention Control, Antimicrobial Resistance response, Property and Capital Planning, Engineering, Environment and Decontamination, Facilities Service, Equipping Services, Decontamination, Oxygen Therapy, Asset Management, Construction Procurement, Fire Safety, Healthcare Design services.
The successful candidates will support the delivery of an effective management and control mechanism for the creation, approval and delivery of change projects across NHSScotland Assure. They will manage the project plans, risks and resources (inc. third party contributions and other NHSS resources) to deliver outcomes to the appropriate level of quality, on time and within budget. They will provide Internal Consultancy & Quality Improvement services to NHS Scotland Assure.
There are four Project Manager positions available, sitting in two divisions of NHSScotland Assure:
Facilities (3 vacancies): The Project Managers will sit within the External Facilities Services Team, providing project management support to projects across the wider Facilities Services Division. This Division includes 3 key service areas:
Programme Management Office (1 vacancy): The Project Manager will sit within an established team of eight staff and will develop and deliver complex national projects that support achievement of national outcomes by NHS Boards and other stakeholders. The specific projects will be determined by the needs of the organisation at the time of appointment. Examples include business process reengineering, production of Guidance, and organisational Intelligence.
The Candidate:
Candidates will be educated to degree level, have formal project management training (such as APM™ PMQ, PRINCE2™ Practitioner, and/or MSP™), and be able to demonstrate continuing professional development. They will have a good knowledge of methodologies and techniques for planning, monitoring and controlling projects - and will be able to flex their approach depending on the needs of the project. They will have demonstrable experience of project management across the full project lifecycle and will be able to evidence how they have contributed to business change and quality improvement in a complex environment with multiple interdependencies.
The successful candidate will have line and work management experience and a proven ability to lead, manage and motivate teams - especially where they do not have direct line management responsibility. They will have experience of working with, and reporting to a wide range of stakeholders, and will have excellent communication and presentation skills to convey key messages and influence decision making. Being able to negotiate, challenge and influence in complex, and sometimes hostile or emotive environments is crucial.
We are seeking someone who is a self-starter, able to prioritise and work independently to meet conflicting demands. They will have strong planning and organisational skills and will be able to pre-empt and solve problems with flexibility and innovation.
Location and Working Pattern:
Gyle Square, Edinburgh or Delta House, Glasgow.
Currently hybrid working
Work pattern: Monday to Friday, 37 hours per week (36 hours per week from 1st April 2026)

This service includes the delivery of property management and governance, estates and facilities services, and fleet services.
- Decontamination Services, which provides health boards with their decontamination services through providing engineering support, assistance with equipping health facilities, and advice and guidance. This service also provides the NHS Scotland Incident Reporting and investigation Centre.
