Estate Regeneration Project Manager

Permanent

Grade D - £45,091 - £51,356

Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

About the Role

We are seeking an experienced Estate Regeneration Project Manager to lead the delivery of regeneration schemes across the city. You will manage a diverse portfolio of projects, working with internal teams, Members, developers and Registered Providers to increase affordable housing and transform Council estates.

This is a high-impact role requiring strong project management, political awareness and stakeholder engagement skills to drive regeneration from concept through to delivery.

What You'll Be Doing
  • Manage a portfolio of estate regeneration schemes, ensuring projects are delivered on time and within budget.
  • Develop and contribute to business cases, options appraisals, feasibility studies and funding bids.
  • Prepare reports, Cabinet papers and governance documentation to support informed decision-making.
  • Coordinate internal and external stakeholders, holding partners to account for delivery and value for money.
  • Oversee procurement processes and manage consultants and contractors to achieve positive outcomes.
  • Monitor budgets, manage cashflows and ensure expenditure aligns with the HRA Business Plan.
  • Lead engagement with Ward Councillors and contribute to public consultations and governance forums.

About You

You will be a capable and organised project professional with experience delivering housing or regeneration schemes in a complex environment.

You Will Have:
  • Significant experience managing estate regeneration or comparable housing development projects.
  • Strong understanding of procurement, legal processes and public sector governance.
  • Experience managing project budgets and ensuring financial control and value for money.
  • Ability to work confidently within a local government and political environment.
  • Strong stakeholder management and negotiation skills across public and private sectors.
  • Experience producing high-quality reports, presentations and briefings for senior audiences.
  • Ability to analyse data, identify risks and manage competing priorities effectively.
