Are you passionate about improving outcomes for children and young people with Special Educational Needs and Disabilities (SEND)?
We are looking for an experienced and dynamic SEND Project Manager to lead and deliver on the Torbay Priority Impact Plan over the next year.

This post will be carrying out Regulated Activity. As such the post will require an Enhanced Criminal Record Check plus an additional Barred List Check. We are looking for an experienced and dynamic SEND Project Manager to lead and deliver on the Torbay Priority Impact Plan over the next year.
As SEND Project Manager, you will:
- Lead on the planning, coordination, and delivery the Priority Impact Plan across the SEND Local Area Partnership.
- Work collaboratively with colleagues from the whole partnership to ensure actions are completed and are impactful for children and young people with SEND.
- Monitor progress, manage risks, and support the reporting of outcomes to all stakeholders.
- Support collation of evidence and preparation for our SEND Local Area Re-inspection in 2027.

- Has proven experience in project management within education and/or SEND.
- Possesses excellent organisational, communication, and stakeholder engagement skills.
- Can work under pressure, manage competing priorities, and deliver results.

Essential:
- The ability to manage multiple and complex projects taking full accountability for all aspects of delivery, owning the business case and ensuring that all stakeholders are fully engaged.
- Effective management skills to supervise and line manage staff, manage workload, delegate tasks and coach and mentor staff.
- Ability to work to tight budgets and time schedules. This requires excellent personal time management skills plus high level of productivity.
- Organisational skills - including the ability to prioritise workloads within timescales and meet deadlines - to operate effectively across complex work cultures and environments.
- Excellent leadership, communication (written and oral) and interpersonal skills.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
- Good understanding of the SEND system, expectations for Local Area Partnerships and national agendas.
- Proven knowledge and expertise in a project management approach to delivery of improvement and change.
- Detailed knowledge of the production of project management documentation including project briefs, project approach project plans, project initiation documents, work packages, resource plans, risk and issues logs.
- Understanding of the SEND Local Area governance process to ensure that deadlines are met for effective decision-making timelines.
- Up to date knowledge of computer systems i.e. the ability to use software packages such as Microsoft Office (including Project, Excel, Outlook, Word and PowerPoint).
Experience & Qualifications
Essential:
- Educated to degree level standard (including HND, professional/enhanced skill qualification) or equivalent or demonstrable work-related experience in appropriate areas.
- Experience in responding to quickly changing priorities and competing deadlines.
- Experience of problem solving, being innovate and creative in terms of designing and implementing solutions.
- Positive track record of motivating and influencing colleagues and others.
- Experience of working across multiple departments/organisations and dealing tactfully and persuasively with complex and sensitive matters.
