About the role

At Connect Plus Services, we keep one of the UK's busiest and most critical road networks moving. As the operational partner responsible for maintaining and improving the M25 and its associated infrastructure, our work impacts millions of journeys every day. From complex structures and major renewals to innovative asset management, our teams deliver projects that keep the network safe, reliable, and ready for the future.

We are now looking for a Senior Project Manager to join our Asset Delivery team, leading the successful delivery of complex highways and structures schemes across the M25 network.

In this role, you will take ownership of projects throughout their full lifecycle, overseeing schemes ranging from £20k to £4m+. Working closely with the Portfolio Manager and wider delivery teams, you will ensure projects are delivered safely, on time, and within budget while maintaining the highest standards of quality and compliance. You will also provide leadership to Project Managers, Assistant Project Managers, and early careers colleagues, helping to build capability across the team while driving performance and productivity.

The role requires close collaboration with internal teams, supply chain partners, and key external stakeholders including Connect Plus, National Highways, and local authorities. You will oversee programme planning and cost forecasting across your portfolio, manage project risks and changes, and chair regular project reviews to ensure performance remains on track. When required, you will also support the Portfolio Manager by stepping into their responsibilities to ensure continuity across the programme of works.

What you'll be doing

You will lead the successful delivery of a portfolio of highways and structures projects across the M25 network, ensuring schemes are delivered safely, efficiently, and in line with programme and budget expectations. This includes maintaining strong collaborative relationships with the Portfolio Manager and key stakeholders, providing clear reporting on project performance, and driving solutions when challenges arise.

You will oversee portfolio-level programme management and financial forecasting, reviewing project manager inputs and ensuring the accuracy of cost and income profiles. Regular project reviews will form a key part of the role, ensuring project risks, priorities, and programme milestones remain current and actively managed.

You will also take responsibility for managing project change control processes, reviewing compliance with the DBFO contract, and ensuring that risks, issues, and dependencies are identified early and resolved effectively. Liaising with clients and stakeholders at both project and portfolio level will be central to maintaining alignment on delivery objectives.

In addition, you will allocate projects to the project management team based on experience, capability, and workload, while supporting the professional development and performance of your team members.

Who we're looking for

We are looking for an experienced project leader with a strong background in delivering highways construction or maintenance projects, or someone with comparable transferable infrastructure experience. You will ideally hold a recognised project management qualification such as PRINCE2 or APM, and a qualification in civil engineering or a related construction discipline would be beneficial.

You should have a strong understanding of CDM regulations, health and safety legislation, and the environmental considerations associated with highway works. Experience coordinating design teams and managing multiple project interfaces will also be important.

Strong leadership, communication, and stakeholder management skills are essential, along with the ability to manage budgets, drive performance across teams, and build trusted relationships with internal and external partners. You will be proactive in solving problems, confident in presenting information and influencing decisions, and comfortable working in a fast-paced operational environment.

This role offers flexible working based from Leatherhead, South Mimms, or Dartford, with travel required across the M25 network and occasional site visits including night-time health and safety audits. A full UK driving licence is required.
