In June 2025, the Cabinet Secretary for Health and Social Care introduced two key frameworks: the Population Health Framework and the Service Renewal Framework (SRF). The SRF sets out an ambitious vision to drive innovation and enable more integrated delivery across Scotland's health and care services. As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) will come together to form a new organisation: Public Services Delivery Scotland in April 2026. The new organisation will play a pivotal role in supporting the renewal and long-term sustainability of health and care services across Scotland. The Post:
NHS Scotland Assure, a directorate within NHS National Services Scotland is pleased to offer two Property Project Manager posts. Based in the Estates / Projects department of Facilities Services, the post holder manages and co-ordinates the delivery of multiple and concurrent major property and related capital projects that support the implementation of the NSS Property Strategy and the delivery of NSS's core business, ensuring that all projects are managed to service excellence standards, provide solutions which best meet customer needs and are delivered to agreed time, cost and quality parameters in accordance with all relevant statutory, legislative, project governance and professional standards.
The role of the department is to provide a professional and customer focused Facilities Management Estates service to ensure a flexible, fit for purpose working environment that meets the needs of the directorates and third-party occupiers located across the NSS portfolio of approximately 22 properties contributing to the provision of the organisation's key objectives.
The post holders will be responsible for management of project budgets through the implementation of robust budget monitoring systems to ensure financial projections are accurate, expenditure is managed and controlled to agreed financial targets in accordance with SGHD and NSS Standing Financial Instructions. Complete the procurement/tendering process for all property projects in consultation/collaboration with consultants/suppliers in line with and NSS Standing Financial Instructions to ensure best value for money and quality.

The Candidate:
The post holders should be educated to degree level in a relevant discipline and a recognised qualification in property design, development/ construction or facilities management. Demonstrate appropriate, relevant experience of successfully delivering large scale property projects and/ or managing multiple and concurrent projects within a large complex organisation at a senior project management level. A record of achievement in relation to property, design, development, construction and project management, the postholders should also possess excellent analytical and communication skills.

Location and Working Pattern:
One post will be based at Gyle Square, Edinburgh and the other at NDS Coddington, Eurocentral, Motherwell. The post holders will be required work across multiple NSS sites across Scotland on a regular basis.
The posts are currently hybrid working. As from 01/04/26, the Agenda for Change full-time working week will be reducing from 37 to 36 hours per week. The working pattern is Monday to Thursday 9:00-17:00 and Friday 9:00-15.30.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PSDS
