Join Connect Plus Services as Project Manager - Change and play a key role in managing the Change in Standards process across the M25 DBFO network.
In this specialist role, you will lead the assessment and implementation of new and amended highway standards, ensuring they are reviewed, approved, and integrated into the contract in a timely and effective manner. You will be responsible for managing the Change in Standards programme, maintaining robust governance, and providing accurate and insightful reporting through internal and client review forums.
You will work closely with Connect Plus , National Highways , and internal technical, commercial, and operational teams to support contract change and continuous improvement across the network.
Location and Working Arrangements
This role is based across the CPS M25 network and will involve regular travel within the area, along with occasional UK-wide travel for meetings and stakeholder engagement. You will be required to attend monthly meetings at other offices as part of the programme governance arrangements.
What you'll be doing
As Project Manager - Change, you will act as the lead for the Change in Standards process, ensuring all activities are delivered in line with contractual and governance requirements. You will build strong working relationships across multiple disciplines, enabling effective collaboration between technical, commercial, and operational teams.
You will develop and maintain a structured review programme, managing timescales, issuing early warnings, implementing agreed changes, and reporting progress against key milestones. You will ensure full compliance with the M25 DBFO contract and work directly with technical specialists and commercial leads to deliver agreed programmes.
A key part of the role involves scheduling, chairing, and leading technical, performance, and commercial review meetings, alongside producing monthly KPI reports. You will be responsible for driving continuous improvement within the Change in Standards process and supporting the wider contract change framework.
You will undertake initial reviews of new and amended standards, assessing potential risk and impact, identifying required technical and commercial resources, and preparing proposals for review and approval. Following adoption of new standards, you will support CPS teams in developing and delivering effective implementation plans.
Who we're looking for
You will ideally hold a minimum of HNC or HND level qualification in civil engineering, project management, or a related construction discipline, supported by strong professional experience. You will bring excellent communication and stakeholder management skills, with the ability to engage confidently with a wide range of internal and external partners.
You will have broad awareness of highways design standards, including the Design Manual for Roads and Bridges and the Manual of Contract Documents for Highway Works, or demonstrate the capability and motivation to develop this knowledge quickly. An understanding of DBFO contracts is desirable, with an expectation that this will be built once in post.
You will be resilient, adaptable, and well organised, with strong presentation and teamworking skills. You will be confident in prioritising workloads, managing your own time effectively, and developing trusted professional relationships.
You will have experience managing design, construction, or infrastructure programmes, alongside an appreciation of commercial or performance management. Experience working with contract forms such as NEC, PFI, or similar frameworks will be beneficial, as will some exposure to risk management and cross-functional coordination.
