This vacancy is currently only open to Herefordshire and Worcestershire NHS staff (including PCN/GP Practices).

Worcester Acute Hospital Trust provideshealthcare for the population of Worcestershire across 3 main sites- WorcesterRoyal Hospital, Alexandra Hospital Redditch and Kidderminster Hospital andTreatment Centre. Each site has its own challenges with building condition anddevelopment opportunities. WRH is a PFI with 5 years left on the concession,AHR is a 1980s nucleus design hospital and KTC is a mixture of 1960s and moremodern buildings.

Worcestershire Acute Hospitals NHS Trust isseeking an experienced and motivated Capital Project Manager (Band 7) to joinour Capital Planning Team and support the delivery of a diverse and challengingTrust-wide Capital Programme.

This is a key role responsible for managinga portfolio of capital projects from inception through to completion, ensuringdelivery to time, cost and quality standards while maintaining full compliancewith statutory, regulatory and Trust requirements. The post holder will workclosely with clinical, operational and estates colleagues to ensure projectsare delivered safely, efficiently and with minimal disruption to patient care.

Main duties of the job

Manage and deliver a portfolio of capitalprojects of varying scale and complexity across all Trust sites

Lead projects from briefing, feasibilityand business case development through procurement, construction, commissioningand handover

Prepare and manage Project InitiationDocuments, programmes, budgets and cashflows

Monitor performance against scope,programme, cost and quality, managing change in line with Trust governance andcontrols

Act as the main point of contact forclinical, operational and corporate stakeholders, consultants and contractors

Ensure early and ongoing engagement withInfection Prevention & Control, Fire Safety, Health & Safety, Digitaland Facilities teams

Ensure full compliance with statutoryrequirements including CDM Regulations, HTMs, HBNs, Building Safety Act andTrust policies

Manage external consultants andcontractors, including performance management and compliance with Control ofContractors procedures

Prepare reports, risk registers andupdates for Project Boards and senior stakeholders

Support capital planning activityincluding annual programme development and the Estates five-year plan

Ensure effective commissioning, handoverand post-project evaluation, including documentation and asset informationupdates

The post holder will be expected to be on site a minimum of 3 days a week, and whenever they have contractors on site unless alternative arrangements are made

Role:

The Postholder will be part of the Capital Planning Team and be integral to ensuringthe delivery of the Trust Wide Capital Programme.

Responsible for successfully delivering Capital Projects to time, quality andcost.

The post-holder will :

Communications and Relationships

Advise stakeholders on the options available to meet a projectbrief and demonstrate best practice and value for money. This may involvehighly complex, sensitive or contentious information whereby the ProjectManager will be tasked with obtaining agreement or cooperation for Projectsolutions that may be different form the original Client Brief

Articulate the users requirement into language suitable forconstruction professionals.

Act as arbiter betweenthe various stakeholders in order to manage expectations and achieve the mostbeneficial outcome.

Act as a point of contact for Trust staff, consultants,contractors and representatives of other bodies

In the event of an external contractor or professionalconsultant not performing the Project Manager will be responsible for followingthe procedures and processes to minimise the impact and risk to the projectprogramme, finances and the Trust

Planning and Organisation

Consider, assess and manage each project according to scope,programme, budget, cashflow and quality.

Actively manage a project from inception through tocompletion including:

Liaisewith Operational Estates Team concerning scheduling and the use of direct labour on schemes and for thespecification of engineering plant.

Responsible for the development and management of thecommissioning and handover process, ensuring all stakeholders are involved inhandover, sign off and any relevant systems training

Identify the APs who will be responsible forany ongoing repair and maintenance and ensure early engagement

Policy and Service development/ implementation

Responsible for following departmental processes and procedures

Implement Trust policies and standards relating to construction, procurement methods and performance.

Ensuring full compliance to statutory regulations inclusive ofHTMs, HBNs, CDM and BSA

Responsibility for Project Budgets and communicating changes tobudgets/ cashflow to the Capital Finance Team with options for mitigation

With the Capital Programme Manager, develop procurementstrategies for each project

Ensure all procurement process are managed in line withProcurement Regulations and Trust SFIs

Produce all Contract Award Governance documentation and managethe approval process

To appoint, manage and be responsible for externalprofessional consultants and contractors within an authorised budget as aBudget Holder within agreed limits

Responsible for generation of Purchase Orders (PO) for services

Managing regular contractor and professional consultantperformance reviews

Responsible for co-ordinating the commissioning team activities,ensuring all relevant operational managers are involved in the commissioningprocess and have ownership of its objectives.

Ensure building and hospital site plans are updated followingproject work, in both hard copy and computer (CAD) files with the EstatesInformation Manager.

Support requests from auditors for information at end offinancial year

Monitor the performance and information provided by externalprofessional consultants and building contractors against relevant legislation,contracts, Health and Safety, project delivery, compliance issues and reportback to the Capital Programme Manager Divisional Leads and Procurement as andwhen necessary.
