FDM is a global business and technology consultancy seeking a Project Manager with Active SC to work for our client within the public sector. This is initially a 6-month contract with very good prospects to extend and will be a remote role with occasional travel to London.

We are seeking an experienced Project Manager with Active SC to lead and deliver complex organisational change within a large-scale programme. This role is responsible for driving the change and adoption workstream, ensuring successful user engagement, communication, training, and transition into business-as-usual (BAU).

The successful candidate will play a key role in shaping and delivering change strategy, managing stakeholders, and ensuring adoption outcomes are achieved across the organisation.

Responsibilities:

  • Define, develop, and manage the Change Workstream strategy, roadmap, and delivery plan, including key milestones, deliverables, and dependencies
  • Produce realistic estimates covering resources, costs, and timelines for all change activities
  • Chair and lead the Change & Adoption Working Group, providing regular updates on progress, risks, and issues
  • Act as the primary Change representative in discussions with senior stakeholders (e.g. boards, governance bodies)
  • Develop and maintain a Business Engagement Map, identifying key stakeholders and points of contact across impacted business areas
  • Conduct user research and engagement activities to identify effective change approaches across different business units
  • Lead Business Impact Assessments, identifying cultural, operational, and technical impacts, risks, and barriers
  • Develop and deliver an overarching Communications Strategy to support programme adoption
  • Design and implement a Training Strategy to support behaviour change and user adoption
  • Oversee the development of engaging digital training content
  • Define and implement a User Support and Aftercare Strategy to ensure a smooth transition
  • Work with BAU teams to create a sustainable long-term support model post-implementation

  • 3+ years' experience supporting and delivering complex organisational change as a Project Manager within public sector
  • Active SC Security Clearance (essential)
  • Solid experience applying recognised change management frameworks to support adoption and embedded change outcomes
  • Ability to engage effectively with stakeholders at all levels, working with senior leaders, programme teams, and delivery partners to support successful delivery
  • Experience developing and coordinating change communications and training activities to support workforce readiness and transition
  • Capability to contribute to business impact assessments and change readiness analysis to inform planning and delivery
  • Experience working within multidisciplinary, cross-functional teams and supporting delivery across multiple workstreams
  • Strong analytical, reporting, and problem-solving skills, with the ability to produce clear updates and documentation for governance and programme forums
