The Shelter Project manager position aims to lead the implementation of all Shelter Core Competencies at the Area Office level. The position will be based in the Samada office, which is one of the Northwest NRC field hubs. The Shelter Project Manager is responsible for planning and implementing a high-quality shelter program that spans emergency responses-such as shelter/winterization kits provision-and transitional or permanent solutions, including housing rehabilitation and public buildings, to support the transition toward self-reliance and durable solutions. This will be achieved through mixed modalities and strong integration with other Core Competencies (CCs).
The Project Manager will also draw on existing knowledge and expertise from past and ongoing Shelter programming in Syria to ensure the effective delivery of shelter interventions either at the household or community level. They will be responsible for managing the overall NRC Shelter portfolio and staffing at the AO level. They will also contribute to broader country-level programme development in collaboration with the Shelter Specialist.

Duties and responsibilities
Job Description
- Experience working in Northwest Syria (Idlib/Aleppo) or similar hard-to-reach areas.
- Demonstrated experience and understanding of Project Cycle Management and team leadership.
- Experience applying Sphere Standards and utilizing other relevant humanitarian frameworks and guidelines.
- Knowledge of area-based and market-based programming.
- Knowledge of climate resilient- shelter infrastructure, Disaster Risk Preparedness.
- Experience in cost recovery systems and governance models for sustainable Shelter programming is an advantage.
- Knowledge about own leadership skills/profile.

Qualifications
- Minimum 3 years of experience from a senior level project implementation position in managing Shelter program in a humanitarian/recovery context
- Bachelor's degree in a related technical field required (civil engineering,). Master's degree is an added value.
- Documented results related to the position's responsibilities.
- Experience from working in complex and volatile contexts.
- Technical Shelter expertise working in construction/rehabilitation/engineering of public buildings, apartments rehabilitation.
- Experience with cash for shelter (cash for rent, cash for repair, cash for construction) and market-based approaches.
- Familiarity with NRC's Shelter Toolkit or similar standardized shelter tools.
- Fluency in English, both written and verbal.
Valid driver's license
