Ready for the future - Invest-NL and Invest International join forces

With a targeted date of 1 January 2028, Invest-NL and Invest International will integrate to form a full-fledged National Promotional Institution. This integration increases the effectiveness of public investments and international cooperation, improves access to financing for entrepreneurs, and strengthens the economic resilience of the Netherlands. The new organization will become a strategic player that enables innovation and future-oriented growth - with impact both domestically and internationally.

Department Business Development & Innovation (BD&I)

The position is located in the newly established BD&I department, which is responsible for shaping and driving the organization's strategic growth agenda, developing new business lines, financial products, and partnerships. The role bridges public policy, private sector engagement, and international business development, focusing heavily on emerging strategic sectors-including critical raw materials, security, semiconductors, and renewable energy-as well as major EU-led initiatives.

Role Purpose

The Project Manager New Business is responsible for leading and delivering complex innovation, business development, and change projects that translate strategic ambitions into bankable, scalable and commercially viable business models.

The role operates at the intersection of strategy, innovation and execution, ensuring that new sectors, financial instruments and value propositions are developed, tested and implemented in line with Invest International's mandate, governance and public-private financing framework.

The position plays a key role in accelerating innovation by providing structure, prioritisation and execution power across the BD&I project portfolio.

Key Responsibilities

Project & Portfolio Management
  • Manage and prioritise a portfolio of innovation and business development projects.
  • Lead projects end-to-end: from initiation and design through execution, delivery and handover.
  • Ensure projects deliver tangible added value, aligned with strategic objectives, timelines and budgets.
  • Monitor progress, risks, dependencies and outcomes across the portfolio.
  • Report on project status, results and risks to senior management on a regular and ad-hoc basis.

Innovation & Business Development Execution
  • Assume ownership, develop knowledge, build networks of relevant stakeholders, and manage the process of projects aimed at developing new industries, sectors, financial instruments and value propositions (e.g. Critical Raw Materials, Defence & Security, Semicon, AI).
  • Translate strategic and policy ambitions into concrete pilots, MVPs and executable business propositions.
  • Support the development of bankable and commercially viable business models in collaboration with internal stakeholders.
  • Drive continuous improvement and learning across innovation initiatives.

Change & Delivery Management
  • Select and apply the most appropriate project and change management methodology depending on project needs.
  • Guide teams through change, managing resistance, dependencies and organisational complexity.
  • Ensure timely delivery of MVPs and project outcomes within agreed scope and resources.
  • Balance strategic overview with hands-on execution where needed.

Stakeholder & Team Coordination
  • Coordinate cross-functional teams involving front office, legal, compliance, risk, finance and external stakeholders.
  • Manage relationships with relevant internal departments and external stakeholders, including
  • Dutch Ministries, European Commission and financial institutions.
  • Act as a trusted partner for senior management and contribute to decision-making at management level.
  • Foster collaboration, shared ownership and team results over individual performance.

Governance, Alignment & Handover
  • Ensure projects are aligned with Invest International's mandate, governance frameworks and strategic priorities.
  • Safeguard that project outcomes are compatible with operational, legal and compliance requirements.
  • Ensure structured handover of completed initiatives, products or instruments to the relevant business units for business-as-usual ownership.

Key Deliverables & KPIs
  • Successfully delivered innovation and business development projects.
  • Regular project roadmaps and portfolio overviews.
  • MVPs, pilots and business propositions delivered on time and within budget.
  • Clear project reporting to senior management.
  • Measurable contribution to innovation, commercial viability and organisational effectiveness.

Required Qualifications & Experience
  • Master's degree in Business Administration, Economics, Finance, Public Policy or a related field.
  • 5+ years of experience in project, portfolio, or change management and/or innovation delivery, with a proven track record of driving continuous knowledge build-up and network development across teams.
  • Proven experience leading complex, cross-functional projects in a dynamic environment.
  • Experience in a public-private, financial or policy-driven environment is a strong plus.
  • Fluent in English and Dutch.
