Major Projects
**Job Purpose**
- Lead and govern the Project Controls function, ensuring accurate and timely control of cost, schedule, progress, and risk in alignment with approved baselines and compliance with standardised processes.
- Provide oversight of EPC performance, safeguard budget and milestone commitments, and deliver reliable reporting and insights to support informed decision making and successful project delivery.
**Reporting and Relationships**
- Reports to Business Manager (NFSW Onshore)
- Direct reports: 4

- Frequent contact with NFS-NFW Onshore Project PMT
- Periodic contact with Major Projects Group and other stakeholders (Execution Planning and Services, Performance and Delivery, Legal, Supply, Operations, Finance, other MP PMTs, and Shared Services departments)
*External Contacts:*
- Frequent contact with EPC contractor, sub-contractors, vendors, and other third parties during project execution
- Periodic contact with project shareholders
**Job Context & Major Challenges**
- Role is located within the NFSW Business team, providing business & commercial management support for project implementation.
- Requires understanding key project drivers, defining roles and responsibilities, developing communication protocols, and implementing project procedures for reporting, cost control and planning/scheduling.
- Identify project design and construction elements likely to give rise to disputes, communicate and influence across the organisation to ensure timely project delivery.
- Challenges include completing detailed assessments in short deadlines and a high-pressure environment, and developing/sustaining relationships with EPC contractor project controls personnel to ensure timely delivery of optimal information for decision making.
**Key Responsibilities**
1. Provide management and technical direction for all facets of the division (scheduling, planning, reporting, change order cost estimating and cost engineering) by establishing a set of project control procedures, guidelines and flow charts to support management decision making.
2. Lead project control activities, coordinate input from PMT functions such as engineering and construction.
3. Ensure effective project control measures are executed by contractor and sub-contractor organisations, with emphasis on schedule management, planning and progress monitoring; recommend modifications to ensure standards and requirements are met.
4. Interface between Senior Project Manager, Project Manager, Business Manager, PMT members and EPC contractor concerning cost and schedule performance, reporting and approvals; implement and update Project Control Plan, Project Management of Change as required.
5. Coordinate collecting, consolidating, analysing and reporting of project cost and schedule, control, trend and progress measurement information to assess overall project status and identify potential problem areas; produce cost estimates as requested by project leadership.
6. Review project changes for schedule and/or cost impact; incorporate effects of approved changes into overall cost and schedule stewardship and reporting.
7. Manage project workforce planning and resourcing; ensure changes are managed fairly using consistent decision-making criteria across the project.
8. Monitor contractor's performance and progress in project controls, scheduling, reporting, progress monitoring and cost estimating; assess discrepancies and seek clarification/correction from contractor; establish and maintain appropriate, fully integrated planning systems.
9. Review invoices for compliance and completeness, liaise with contractors/suppliers and Accounts Payable in resolving queries and disputes; provide data for accounting and auditing functions and ensure EPC contractor's accounting systems meet audit requirements.
**Generic Accountabilities (for all employees):**
- Ensure all activities comply with Company Safety, Health and Environment, and Quality policies, regulations, and standards.
- Contribute to the development of Qatari employees (mandatory condition for expatriate employees).
- Ensure activities comply with anti-trust and competition laws and firewall policies and procedures.
**Requirements**
- Bachelor's Degree in Sciences or Engineering
- 12 years experience in multiple project functions and assignments (project management, engineering, construction, procurement, etc.) in the oil and gas industry, including 3 years of Project Management leadership in a major oil & gas project.
- Extensive experience with oil & gas companies, EPC contractors, sub-contractors, vendors, or service companies involved in the industry.
- Broad experience and demonstrated competence in managing across all phases of project execution, including startup and handover; capable of managing technical issues.
- Broad knowledge in project planning, scheduling, cost control, project gating system, execution plan, risk management, change management, interface management, commissioning, and handover processes/procedures.
- Extensive knowledge of engineering disciplines, international engineering standards, specifications, design, and execution methodologies.
- Strong experience with risk assessment approach in decision making.
